Acentra is seeking a Fiscal Agent Financial Operations Director to join our growing team.
Job Summary:
The Fiscal Agent Financial Operations Director will oversee all financial operations for the Medicaid fiscal agent function, ensuring compliance with federal, state, and local regulations. This role is responsible for managing payments, budgeting, forecasting, financial reporting, and financial auditing processes, and ensures that fiscal operations align with the program's objectives and funding requirements.
Job Responsibilities:
Oversee, process, and validate all financial transactions directly managed by the Medicaid fiscal operations.
Management of the controlled disbursement accounts and ensure all program accounts are configured and managed in line with contractual obligations and agency policies.
Oversee payment cycles including reimbursements to providers and perform monthly bank reconciliation and other money management tasks.
Follow the defined policies associated with financial processing including the balancing of each remittance cycle and the reconciliation of payment instruments.
Support all Medicaid fiscal operations business processes including budget management and financial reporting activities.
Manage and support the financial processing functions of the Medicaid Enterprise System (MES).
Participate as active team member in Project implementations and provide subject matter knowledge to support delivery activities as assigned.
Oversee reconciliation of program refunds, ensuring they are applied correctly and reconciled.
Oversee void/stop payment process to ensure proper processing and reconciliation.
Review policy and procedures to ensure appropriate separation of duties.

Liaise with external vendors, contractors, and government agencies as necessary to support Medicaid fiscal operations.
Communicate with the agency, financial institutions, and other departments to ensure accurate exchange of information and reports.
Prepare accurate and timely financial statements and reports, including monthly, quarterly, and annual reports for internal and external stakeholders.
Collaborate with account leadership to create financial strategies that support program goals and sustainability.
Ensure adherence to all Medicaid financial requirements, including federal and state regulations, and respond promptly to audits and inquiries.
Monitor financial risks and implement controls to mitigate liabilities.
Partner with the operations team to streamline processes and improve the end-to-end support processes.
Support and participate in financial system requirements development, design, and testing as needed.
Support fiscal agent solution development with a focus on the financial services capabilities and models.
Manage the Medicaid fiscal operations finance team.
Evaluate staff for optimal performance and oversee continuing cross-training of all staff members.
Participate as active team member in Project implementations and provide subject matter knowledge to support delivery activities
Requirements
Required Qualifications/Experience:
Minimum of 7 years of progressive accounting experience, operations, or program management preferably in healthcare or government programs.
Master’s degree in accounting or finance required
Strong ability to work independently and collaboratively across all levels of the organization.
In-depth knowledge of Medicaid regulations, cost principles, and reimbursement methodologies.
Proficiency in financial management software and tools.
Advanced proficiency in Excel and the MS Office suite.
Proven analytical problem-solving skills, with a detail-oriented and organized approach.
Ability to meet deadlines with ease in a fast-paced environment.
Travel up to 25% will be required for this role
Preferred Qualifications/Experience:
Direct experience with Medicaid financial operations or as a fiscal agent is highly desirable.
CPA strongly preferred.

Compensation
The pay range for this position is $114,000- $158,700 annually
“Based on our compensation philosophy, an applicant’s position placement in the pay range will depend on various considerations, such as years of applicable experience and skill level.”
