Summary This position serves as an Emergency Management Specialist Assistant to the Emergency Manager for the Atlanta VA Healthcare System (AVAHCS), providing the healthcare system in sustaining national and regional support to the Comprehensive Emergency Management Program. Responsibilities Major duties for this position may include (but are not limited to): Provides support for the AVAHCS assessments, operations, planning, liaison, mission activities and functions. Assists in the development and implementation of Emergency Management protocols and methods. Contributes to the planning and organization of activities ensuring that training and operations requirements are fully integrated and coordinated. Contributes to the implementation of guidelines that impact the day-to-day operation and the associated emergency management activities and functions. Works directly with the AVAHCS EMS, VISN EMS, and VHA OEM, Federal, State, and local partners to coordinate on EM related planning and responses. Provides assistance in implementing workforce goals and coordinates personnel resources at the AVAHCS. Prepares draft annual report and budgets for all programs to ensure annual programmatic objectives are in concert with the AVAHCS and VHA strategic plans and goals. Analyzes and evaluates the effectiveness of programs and operations meeting established goals and behaviors. Provides input toward the development of Emergency Management Plans with Federal, State, local governments, hospital coalitions and consortiums. Reviews, analyzes and coordinates the implementation and evaluation of exercises to test and critique VHA comprehensive emergency management plans and programs. Works with Emergency Manager and community partners to perform hazard vulnerability analysis (HVA) requiring assessment of risks that have the potential to interrupt the continuity of critical operations. Assists in the advancement of healthcare system programs through risk documentation, mitigation, and training in collaboration with internal and community partners. Provides input in the revision and review of policies, procedures, mission objectives and/or organizationaldesign for mission accomplishment. Assists with the development and implementation of a variety of EM guidelines and structures for general and specific EM operations. Recommends developmental taskings for EM activities. Provides support to the Emergency Manager in the implementation of EM quality improvements to enhance EM operations and planning activities. Supports and provides advice and guidance to Service Chiefs, the AVAHCS Director, Deputy Director, and VISN in the absence of the Emergency Manager. Provides customer service to AVAHCS employees and vulnerable patient/Veteran accountability efforts before, during and after an emergency. Establishes and maintains relationships with the stakeholders, and/or community in order to communicate and disseminate program information with results in an understanding of the agency's mission and activities. Assists in the tracking of contingency supplies and equipment, maintenance of databases and resource requirements to meet objectives and provide EM support. Manages and coordinates the procurement, mobilization, utilization, and demobilization of resources and assets. Assists with the review and reporting on preventative maintenance of deployable assets. Responsible for coordinating as the AVAHCS Alternate Disaster Emergency Personnel System (DEMPS) program. Assists in the identification, training, and recruitment of qualified volunteers with specific skills for supporting National requirements. Assists the First Receiver Decontamination Unit Leader in organizing and coordinating all areas related to the Decontamination Response Team. Maintains and inventory of Powered Air Purifying Respirators (PAPR) and other decontamination equipment. Provides support for the Hospital Incident Command System (HICS) for drills, exercises, and planned events. Responsible for reconstituting all HCC supplies and equipment after the HCC is demobilized and implements suggestions and recommendations from training exercises and actual events. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience assisting with the development of a comprehensive emergency management plan. Experience utilizing analytical and evaluation methods to select and apply program evaluation and measurement techniques to determine compliance with emergency preparedness and management rules and regulations. Experience responding to emergency situations where degree of hazard could be of a high nature. Experience utilizing a comprehensive knowledge of a variety of emergency, contingency and operations, plans, policies, and directives to provide service lines advice and assistance with emergency management and planning. Experience applying basic data gathering methodologies to collect various types of information and knowledge of database entry programs and management. Extensive knowledge and experience utilizing Microsoft Office Suite software (Outlook, Word, Excel, and PowerPoint). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher graduate education leading to such a degree OR an LL.B. or J.D., if related. Physical Requirements: The work is sedentary during non-emergency situations.
