Summary This position is part of the National Archives and Records Administration.The incumbent provides a wide variety of administrative services and contributes to management decisions that impact operations, personnel, budget, purchasing, contracting and any other administrative areas. Incumbent has primary responsibility for all administrative phases of programs and activities of their Presidential Library. Responsibilities As an ADMINISTRATIVE OFFICER, you will: Maintain files and records of Library projects that are useful in making organizational decisions and may be included in reports submitted to senior management. Coordinate and initiate all human resources related processes, procedures, and actions within the Library, and, as needed, coordinate those activities with Legislative Archives, Presidential Libraries, and Museum Services (L), Human Capital (H), etc. Serve as the Library's warranted contracting officer, overseeing all purchasing and contracting activities including proposal writing, bidding, contract award, and execution and monitoring. Analyze, develop, plan, and have primary responsibility for Library financial activities. Supervise, manage, and maintain all fund accounts -- appropriated, trust, gift, and miscellaneous building operations funds (service contract, utilities, minor repair, and miscellaneous funds). Act as liaison between the Library and NARA offices as well as other Federal offices on matters concerning supplies, services, equipment, travel, local drives and initiatives, financial accounting, and day-to-day management of the physical facility. Supervise the work of an employee or a small staff of employees. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To be qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Interpreting and advising on policies and procedures relating to office and/or field operations; AND Performing detailed review and analysis of budget information; AND Communicating with internal and external stakeholders, both orally and in writing. OR EDUCATION: You may substitute a Ph.D. or equivalent doctoral degree in a related field or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. To be qualified for this position at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Reviewing internal policies and procedures relating to office and/or field operations, and making recommendations for process improvements; AND Performing reviews and analysis of budget information; AND Communicating with internal and external stakeholders, both orally and in writing. OR EDUCATION: Master's or equivalent graduate degree in a related field or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
