Tecolote Research, Inc. Senior Budget Analyst in Arlington, Virginia

Overview Our Budget Analysts will utilize and enhance their skills in budget formulation or budget execusion analysis by supporting programs related to the development and acquisition of space vehicles for various legacy programs of the DOD and Intelligence communities. The support and expertise you provide will directly impact the objectives of our national defense and security. ACTIVE TS/SCI REQUIRED

Responsibilities

Intelligence Program Budget Submission (IPBS) activities include:

  • Analyze requirements and associated cost estimates, requirement changes and ensuring all costs are accounted for against program budgetary topline.
  • Prepare the annual presentations of the proposed budget to program Director to detail the baseline budget and the requested requirements.
  • Maintain procurement chart for the Budget Director in alignment with changing mission parameters.
  • Analyze the financial databases to verify the traceability of the budget items.
  • Develop products in support of vital Program Review deliverables
  • Prepare final slides of the IPBS that itemized all the changes

Congressional Budget Justification Book (CBJB) activities include:

  • Develop and update Staffer Day briefings, work changes summary, prepare leadership to brief, and assist in preparing responses to queries.
  • Develop IPBS/CBJB Text upcoming FY years, for approval by Budget Director through collaboration and review with the formulation team.
  • Analyze and produce the briefing charts to align budgeted appropriation information and ensured accuracy and consistency.
  • Review, update and coordinate multiple text reviews, including notable changes for both horizontal and vertical explanations.
  • Develop IPBS rollout chart and accompanying guide for future customer staff briefings.
  • Review/finalize annual FY CBJB text/exhibits/tables.
  • Support GEACs, LBRs and team briefings.

Skills Required

  • Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs.
  • Ability to operate and update NRO's financial tools and systems to include FIRsT, NExT, NFIS, TIER, TALON/STAR, EARL, FTO Tool, FFO Integration Tool (FIT), and other financial systems as required.
  • Complete updates to object class resource table to ensure compliance with Legislative requirements.
  • Skill to recognize when decisions or information should be referred to a higher authority.
  • Review/incorporate pass-back decisions/finalize 24 CBJB text/exhibits/tables.
  • Must be proficient in Microsoft Excel, MS Word and PowerPoint.
  • Must have excellent oral and written communication skills.
  • Knowledge of IC budgetary principles and procedures.
  • Some domestic travel may be required

Education

  • Bachelors degree required, preferably in math, engineering, business, or the sciences.
