Amyx, Inc. Financial Management Analyst in Arlington, Virginia

Amyx is seeking to hire a Financial Management Analyst supporting Defense Threat Reduction Agency, Research and Development – Enabling Capabilities (RD-EC) Department in Arlington (Crystal City), VA. The analyst will support the full spectrum of the RD-EC Planning, Programming, Budgeting and Execution (PPBE) cycle.

This position is currently working remotely due to COVID19, but will return to the office full-time once the agency is cleared to do so.

Responsibilities and Daily Tasks:

  • Support planning and programming of future requirements and preparation of Program Objective Memorandum (POM), Budget Estimate Submission (BES), President’s Budget (PB) and other products supporting requests and justification for funding.

  • Support Program Objective Memorandum (POM) and draft various budget exhibits, R-Docs and other supporting budget displays to justify resource requests.

  • Develop exhibits and articles in support of the Five Year Development Plan (FYDP) for government leadership approval.

  • Coordinate and draft financial planning/programming correspondence and secure DTRA, RD-EC Program Management Office approval prior to distribution.

  • Review managers’ budget proposals for completeness, accuracy, and compliance with laws and other regulations

  • Provide program manager advisory assistance for financial support functions to include the coordination and tracking of financial documents, defense of budget requests, justification documentation, briefing materials and other administrative documents.

  • Develop and maintain spend plans, unfunded requirements and 1-N list, and draft supporting financial documentation IAW DOD and DTRA policy.

  • Brief various levels of DTRA RD-EC leadership on deviations of the “budget to actual” results, spend plan anomalies and recommend corrective courses of action.

  • Monitor, analyze budget execution and provide timely status reports to program managers to keep them up to date on the status of current year funds.

  • Draft supporting financial documentation required to commit funding IAW DTRA’s financial policy and procedure to send MIPRs or IO’s to a performing agency.

  • Research unliquidated obligations, unobligated commitments and dormant fund and provide timely resolution.

  • Review Monthly Status Reports (MSR) provided by the servicing organizations and reconcile with disbursements recorded in financial system of record (i.e. DAI).

Required Skills and Qualifications:

  • Bachelor's degree from an accredited college or university in related business/management field.

  • Active Top Secret clearance with SCI eligibility

  • 5-10 years’ experience forecasting future financial requirements and preparing associated documents (Program Objective Memorandum (POM), Presidents Budget, and Budget Estimate Submission (BES)).

  • 5-10 years’ experience managing budget execution processes.

  • 5-10 years resource management experience working with multiple DOD appropriations.

  • Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications

Desired Skills and Qualifications:

  • Prior Defense Threat Reduction Agency (DTRA) experience

  • Defense Agencies Initiative (DAI) experience

  • Professional certifications (e.g. Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM)
