Responsibilities

  • Manage project-level tasks (e.g., developing project plans, approaches, and methodologies; providing guidance and oversight to project teams) and client engagements as part of a project team (in many cases as the project lead)

  • Help clients define project objectives and strategic direction for projects

  • Lead and direct tasks and teams as part of an integrated client delivery team to anticipate and solve client challenges related to emergency management and homeland security

  • Work with leaders and project teams to design and facilitate workshops and off-site

  • Demonstrate strong technical knowledge to apply and coordinate analytical approaches and oversee comprehensive analysis of information, materials, and stakeholder feedback to author and adjust documents that support response and recovery

  • Lead and direct analysis and research on homeland security and emergency management policy-, doctrine-, and operations-related topics, such as recovery operations

  • Scope, design, and lead the development of concise, clear, and easily consumable assessments, reports, memoranda, and presentations on complex information

  • Apply strong writing skills to create reports, assessments, and other written deliverables

  • Ensure delivery of high-quality products by providing strong attention to detail and quality control/quality assurance

  • Mentor and be an effective resource to junior staff to develop their fundamental skills and client delivery capabilities

Qualifications

Required Qualifications:

  • Bachelor’s Degree in political science, public policy, social sciences, journalism, homeland security, emergency management, public health or other relevant field

  • Minimum seven years of professional experience (Master’s Degree can be substituted for two years of experience), with relevant professional experience supporting policy-related projects, planning, or project management; preference given to those with experience in homeland security, emergency management, recovery operations/planning, or mitigation

  • Ability to earn a favorable Public Trust clearance and/or DHS Suitability or security clearance - requires US Citizenship

  • Ability to attend client meetings or work on-site with the client one to two days a week in Washington DC

  • Demonstrated experience with project management, with preference for related project management certification or training

  • Demonstrated ability to lead teams

  • Demonstrated organizational skills with agility to move from strategic (defining project objectives and designing deliverables with a team) to tactical tasks (preparing PowerPoint briefings, reviewing deliverables) as needed

  • Excellent writing, communication, and critical thinking skills

  • Advanced experience with Microsoft Office Suite (Visio, PowerPoint, Word, and Excel)

  • Demonstrated understanding of the fundamental emergency management principles, including the National Incident Management System (NIMS) and the National Disaster Recovery Framework (NDRF)

  • Understanding of planning, coordinating, and delivering major recovery programs (e.g., Community Development Block Grant Disaster [CDBG-DR], Individual Assistance, Public Assistance) or mitigation programs at the federal, state, or local level preferred

Additional Information:

Based on eligibility and job status, Cadmus offers an excellent benefits package to include: medical, dental, vision, company paid disability and life insurance, 401(k) program, paid time off (PTO), paid holidays, voluntary time off (VTO), tuition reimbursement, adoption assistance program, other optional benefits and various bonus programs.

The minimum starting salary for this position is $85,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
