Global Systems Technologies, Inc. CAT Program Cybersecurity Analyst in Arlington, Virginia
Summary: The Cybersecurity Specialist will provide engineering and cybersecurity support services for engineering analysis, Transportation Security Equipment (TSE) development , configuration control board, technical reviews of deliverables, and other technical documentation (cybersecurity meetings, conferences, and reviews).Provide Cybersecurity subject matter expert (SME) support forvendor coordination of Checkpoint Technologies (systems and equipment) Authorization to Operate (ATO).Provide the TSAs Checkpoint Technologies Division (CTD) with cybersecurity SME support consistent with best practices for system security and threat reduction in accordance with Department of Homeland Securitys 17 Pillars of CybersecurityAssurance as well as NIST, DOD and other guidance directed by the TSA customer. The SME shall make recommendations to improve technical designs and equipment implementations resulting in a robust, sustainable security position of CTD systems.
Requirements
Requirements:
- Minium of 7 years of experience as a Cybersecurity SME (desire 10 years of experience).
- CISSM is required (desire CISSP).
- Security +
- Ability to travel to support cybersecurity assessments, meetings, and other activities as required by CTD.
- Reside local to the District, Maryland, Virginia (DMV) and TSA Headquarters in Springfield Virginia.
- Must have effective oral and written communication skills and the ability to work closely with senior TSA managers.
- SME level experience with the Risk Management Framework (RMF) and obtaining ATOs for systems with varying levels of complexity.
- Systems engineering or other technical expertise that can provide technical acquisition and technical analysis support to support the acquisition and development of emerging technologies and transportation security equipment being acquired by CAT. Key elements of support include:
- Ability to apply system engineering approach to develop and document technical requirements and strategies to support acquisition of Checkpoint related equipment and systems.
- Provide SME support for developing cybersecurity related input for Request for Information (RFIs), Statement of Work (SOWs), Statement of Objectives (SOOs), Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), and other activities related to acquisition of material.
- ConfigurationControl Board (CCB) skills that includes conducting technical reviews of Developmental Engineering Proposals (DEPs) Engineering Change Proposals (ECPs), Request for Deviation (RFDs), and participation in TSAs CCB process.
- Ability to provide cybersecurity SME support to review technical deliverables that include developing technical specification, requirements management, reviewing key system development and acquisition documents, and other technical/cybersecurity related documents.
- Ability to support meetings, conferences, and other CAT reviews. Attend and document minutes at CAT meetings.
Desirable:
- Bachelors degree
- 10 years experience at providing cybersecurity SME support for acquiring and developing systems and equipment.
- Certified Ethical Hacker (CEH) certified.
- Systems Engineering.
- Experience providing cybersecurity SME support at TSA or other DHS entities.
- Developing technical documentation to support the acquisition or development of innovative systems, equipment, or system improvements.
- Performing Analysis of Alternatives (AoA), cost validation analysis, developing modeling and simulation plans
- Developing Planning Guidelines and Design Standards (PGDS) revision support, supporting design reviews, and project level support for Airport Baggage Handling Systems(BHS).
- Experience with Security Technical Implementation Guides (STIGs)
- Knowledge of Information Assurance Vulnerability Alerts (IAVAs)
- Apply a full range of Information Assurance (IA) policies, principl s and techniques to maintain security integrity of information systems processing classified information.
- Review OEM responses to cybersecurity requirements and assist in assessing the technical viability of proposed solutions.
- Evaluate vendor proposals in accordance with DHS and TSA cybersecurity directives; Enterprise Architecture guidelines; and TSAs Cybersecurity Management Framework.
- Evaluate vendor proposals in accordance with DHS and TSA cybersecurity directives; Enterprise Architecture guidelines; and TSAs Cybersecurity Management Framework.
- Analyze vendor recommendations for efficacy of design and alignment to TSA requirements which consider alternatives analysis to advise the government on the best risk-based solution to implement.
- Familiar with Software development processes, Agile, Waterfall.
- Experienced in developing and reviewing System Security Plans (SSP)
- Experienced in developing Risk Impact Analysis.
- Experienced in reviewing and recommending solutions for Security Assessments on Systems.
