The Maryland Department of Transportation is seeking a qualified individual for the position of Capital Program (Administrator IV) . The main purpose of this position is coordination and analysis for the development of the highway portion [the State Highway Administration (SHA) and the Maryland Transportation Authority (MDTA)] and the Maryland Port Administration (MPA) of the Consolidated Transportation Program (CTP). The CTP is the Department’s six-year capital budget for transportation projects, which becomes part of the Governor’s annual budget.

The Capital Program Analyst reports directly to the Capital Program Manager/Asset Management Program Manager.

Some of the essential duties of the Capital Program Analyst (Administrator IV) include, but are not limited to the following:

  • Coordinate with Modal Administrations (SHA/MDTA/MPA) to develop the highway and port portions of the Capital Transportation Program (CTP).

  • Review and evaluate quarterly submissions from Modal Administrations to identify and understand changes in their capital programs.

  • Monitor and ensure that Modal Administrations adhere to their allocated capital budgets.

  • Assist the Manager of the CTP in preparing quarterly summary reports detailing the status of the capital program for the Office Director, Chief of Planning, Programming and Project Delivery, Director of Finance, and other executive leaders.

  • Provide support to the preparation and evaluation of the Draft and Final CTP documents.

  • Lead the Chapter 30 and other prioritization process.

  • Prepare and analyze Fiscal Notes in response to proposed legislation.

  • Respond to inquiries from the Governor’s office regarding MDOT’s Capital Program.

  • Prepare and analyze the Department’s Constrained Long-Range Plan.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. Three (3) years of this experience should have involved experience in budgeting and financial data analysis.

The ideal candidate will possess:

  • A bachelor's degree in transportation planning, public administration, or a related field

  • Experience coordinating transportation programs

  • Skills in using financial software and tools for budgeting, forecasting, and financial reporting.

  • Knowledge of financial regulations and compliance standards applicable to capital budgets and expenditures.

  • Excellent communication skills for preparing reports, brief papers, and presentations

  • Ability to foster relationships and facilitate collaboration among diverse stakeholders

    2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

    3. Candidates may substitute the possession of a master’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

    4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
