The State Highway Administration’s (SHA) Office of Asset Management, Asset Data Operations Division is currently recruiting for a Business Analyst (DOT IT Functional Analyst Lead) in A nne Arundel County . This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. Nature of Work: The Business Analyst coordinates the efforts of the Asset Management Office, Office of Maintenance, and district maintenance shops to facilitate the operation of the State Highway Administration's (SHA) enterprise asset management system (EAMS) software solution. This role involves conducting information gathering sessions, developing and upholding business practices and processes, and configuring new programs to manage the EAMS. The Business Analyst ensures project efficiency, collaborates with various software user groups, tests solutions, and offers alternatives for evolving needs. Additionally, this role is responsible for production systems utilized in work order, maintenance management, and enterprise asset management.

Furthermore, the position provides technical assistance and support to various operational offices and district maintenance shops. This includes creating training materials, leading user application testing and training, and offering user support services. The role also entails the creation and testing of application systems and software, with a focus on documenting business processes and fulfilling software and technical requirements.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Two (2) years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Selective Qualification: One (1) year of experience in business analysis or a related field.

Preferred Qualification:

The ideal candidate should have the following :

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy

  • Proficiency in data analysis tools and techniques such as Excel, SQL, and statistical analysis software

  • Excellent verbal and written communication skills, with the ability to present complex information in a clear and concise manner to various stakeholders

  • Experience with business process modeling, workflow diagramming, and requirements documentation

  • Familiarity with Agile methodologies and experience working in Agile development environments

  • Ability to collaborate effectively with cross-functional teams and facilitate meetings to gather requirements and drive decision-making

  • Proficient in MS Office applications (Teams, Word, Excel, PowerPoint, and Power BI)

  • Ability to establish and maintain productive working relationships with officials, peers, and teams

  • Knowledge of industry best practices and trends in business analysis and process improvement

  • Experience with software tools such as JIRA, Confluence, or similar for project management and collaboration

  • Strong problem-solving skills with the ability to think critically and propose innovative solutions to business challenges

  • Understanding of business systems and technology, including ERP systems, CRM systems, and other enterprise applications

  • Certification in business analysis (e.g., CBAP, CCBA) or related fields (e.g., PMI-PBA, Agile Analysis Certification)

Notes:

  1. Graduation from a standard high school or possession of a high school equivalency certificate and two additional years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted for the required education.

  2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

  3. U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required education and experience on a year-for-year basis.
