This is a contractual position, which offers some state paid benefits.

The State Highway Administration's (SHA) Office of Construction - Anne Arundel County is currently recruiting for an Assistant Contract Liaison (Administrative Officer I) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The main purpose of this position is to assist the Division Chief with the overall operation of the Contract Award Division. This position includes but is not limited to the following areas: assisting with expediting of approval of subcontractor requests ; receiving, reviewing and checking for accuracy regarding information on all subcontracts, minority & non-minority (450 + annually) from SHA districts & other RC’s; and assisting with the preparation, tracking and review of local jurisdiction packages submitted by local county governments, tabulation of bids, bid analysis, providing SHA’s concurrence to the local government to award the contract to the low bidder. This position will assist in preparing statistical and narrative data and reports for use in evaluating State procurement activity and performance measurement.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year experience in administrative or professional work.

Selective Qualification: One (1) year of the required experience must include reviewing contract documents, reviewing bids, awarding contracts, and preparing statistical reports.

*A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).

Preferred Qualification:

The ideal candidate possess the following:

  • Proficient with various computer programs

  • Excellent written and oral communications

  • Ability to provide good customer service to a variety of internal and external customers

  • Excellent organizational and recordkeeping skills

  • Ability to perform mathematical computations

  • Ability to work independently under strict timelines

  • Ability to function as an excellent team player

  • Ability to process subcontractor requests

Notes:

  1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.

  2. Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.

  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
