Role Overview

The Cyber Architecture & Engineering Group is seeking a dynamic individual to join our Cyber Engineering (CE) team as a Section Technical Director and Lead Data Scientist, to assist in the development of data processing and data exploration techniques, which in turn are to enable the targeting and identification of cyber incident and espionage activities. The successful candidate will need to be able to work in a fast-paced environment to leverage and analyze a wide range of cybersecurity collection sources and publicly available information to help plan, initiate, and support Cyber Defense (CD) operations.

Responsibilities

  • On-boarding and indexing internal and external data sources in order to perform data processing/exploitation and data exploration, which will be used for targeting foreign cyber as well as suspicious employee/user actions and behaviors. When necessary, extract/load/transform or extract/transform/load data for consumption by the CE team in support of operations and investigations.

  • Creating ontology models in order to improve our collection and indexing of data against malicious actors, victims, insiders, etc. Additionally, the ontology models will be used to drive behavioral analytics and prediction models.

  • Assisting in the development of end-to-end collection management practices/processes and monitoring of data sources (i.e. health and status telemetry of endpoint/network security tools), data flows, data processing, automation, and analysis.

  • Identifying and documenting analytic techniques and tradecraft as well as gaps in analytic collection sources and content. Improving data analytic techniques, tradecraft, and behavioral models in order to improve performance and mature CE Capabilities. Executing on CE standard operating procedures. When necessary, support Incident Response.

  • Leading CE data services, staff, and cross-functional teams in support of CE’s mission. Contributing to the growth and documentation of the CE knowledge management and awareness training. Growing the technical health of the organization and it’s people through mentoring junior data engineers, data scientists, and analysts.

  • Operating in a fluid environment, interacting with Corporate and Business Unit personnel, and communicating across the company.

  • The successful candidate will have a demonstrated ability to collaborate in a highly dynamic, but challenging environment, be able to produce thorough and precise analytic documentation and conclusions, and possess sound decision-making skills.

  • The ability to multi-task and work independently, as well as work collaboratively with teams, some of which may be geographically distributed is also a must have. This position will be located in Washington, DC. Remote work opportunities are possible for highly qualified candidates. CONUS and OCONUS travel will be occasional as needed.

Basic Qualifications

  • Typically requires a University Degree or equivalent experience and a minimum 12 years of experience, or an Advanced Degree and a minimum 10 years experience.

  • 7+ years performing data engineering or data science and/or performing signals intelligence collection & processing

Preferred Qualifications:

  • The preferred candidate will have experience working for or with Federal Law Enforcement agencies and/or the US Intelligence Community (USIC) in an analytic capacity. Familiarity with offensive cyber or cyber counterintelligence operations/tradecraft and nation state actors with associated APTs are desirable, but not required.

  • The successful candidate will have a strong knowledge of digital networks and how to obtain and/or pivot to unique digital target selectors as well as some familiarity and experience with Computer Network Operations.

  • The preferred candidate should possess a strong programming background (Python/Panda preferred) and experience with cloud analytics, Apache License software, and SQL/NOSQL databases as well as graph analytics.

  • The successful candidate will have strong communication skills and be able to prepare and present papers, briefings, and other materials to CCIS Director and team members.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
