About you and this role –

Dowhas an exciting opportunity for aCost Management Specialist, located inAngelton, TX. The Cost Management Specialist acts as a technical resource for Cost Management within the Global Project Methodology (GPM) work process. Supports establishment of the overall cost baseline with reporting to monitor and control the project or turnaround within established tolerances of the baseline. Coordinates data inputs from the various disciplines and functions to ensure accurate forecasts and reporting of cost. Engages the project steering team to understand causes of deviations from tolerances, if any, and the need to establish actions to mitigate. Requires advanced skills and expertise in a range of processes, procedures, and systems, and/or specialized technical expertise within an analytical/scientific method or operational process to perform a broad range of complex work assignments. May act as a working team lead, providing subject matter guidance and coordinating work of others.

Responsibilities –

  • Build estimates for assigned worklist that incorporates all planned scope

  • Track and forecast all costs on 95 GCPL (Gulf Coast Pipelines) accounts along with multiple companies. Ensure all cost centers are balanced.

  • Maintain each area's budget with the Activity Leaders as well as within new EEM cost structure.

  • Work with Right of Way Team to ensure reimbursables are set up accurately

  • Collaborate with GIL to ensure all expenses against capital and expense projects are budgeted, forecasted accurately.

  • Analyze reporting and cost estimates for variances from established plan

  • Utilize all tools available to provide leadership accurate estimates and forecasts for all assigned accounts.

  • Work alongside Cost Accountant to correct and maintain cost structure with cost centers, assets, FLOCs, recoveries, 3rd Party contracts, etc.

  • Ensure cost centers are aligned to the appropriate business rules, communicate those rules and ensure they are being followed.

  • Maintain budget/forecast within Platinum.

  • Handle 3rd Party/JV contracts that have monthly, quarterly, and yearly invoicing based on specific spending.

  • Facilitate multiple asset verifications yearly.

  • Supports IMP (Integrity Management Program) Team, GCPL Technical Team and Operations team in deriving an accurate and realistic forecast of all funds required to complete the project within the defined budget and schedule while incorporating own trending and analyses.

  • Ensures accurate representation of cost data and cost forecast in monthly reporting.

  • Assist in 3rdparty financial audits.

  • Alerts the GCPL Leadership team to critical Cost Management issues.

Qualifications –

  • A High School Diploma/GED and ONE of the following:

  • A minimum of an Associate’s Degree

  • 3 years or more of military training/experience

  • 5 years of relevant experience

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Preferred Skills –

  • Minimum of 5 years of experience as a Cost Controller

  • Cost management in the manufacturing environment is required.

  • Proficiency in Platinum, SAP and Excel.

  • Super User for Elevate Expense Management (EEM)

  • Experience with estimating Tools and schedule management tools

  • Project Cost Management tools (EcoSys, etc.) and Methodology
