Naval Radars is seeking a highly motivated Material Program Manager (MPM) to lead the SPY-6 Hardware, Production & Sustainment (HP&S) program. This program focuses on the concurrent production and delivery of all four types of Array Sub-Systems and associated equipment in the SPY-6 Family of Radars. Raytheon is currently in Low Rate Initial Production (LRIP) for the SPY-6 (V)1, (V)2, and (V)3 radar variants. With the upcoming anticipated award, Raytheon will commence with the concurrent Full Rate Production (FRP) of all four radar variants, including first build of the (V)4 variant, at an anticipated composite rate of approximately 10 radars per year.
The leader selected will be responsible for executing the contract and meeting schedule and cost targets. This includes setting Supply Chain program strategy, vision and tactical direction for program execution and meeting contractual commitments and company expectations. The candidate will represent the Supply Chain organization on policies, strategies and objectives, oversee all SCM activities needed to meet program requirements, and ensures a strong link within and between various Supply Chain functions, including Sourcing, Logistics, and Production Control. The position requires an individual who is persistent in influencing others to execute their responsibilities on time and escalates as requires to achieve schedules.
This position is based in Andover, MA and requires the ability to travel 25% of the time.
Responsibilities to anticipate:
D evelop and execute material program plans, subcontract management plans (together with the Subcontract Administrator)
Execute make/buy/where process
Develop and execute risk/opportunity plans to meet program objectives.
Work closely with Engineering, Quality and Operations to create common schedule based on Material Requirements Planning (MRP).
Monitor adherence to program budgets, meet company financials and objectives including Estimate at Completion (EAC) and Annual Operating Plan (AOP) bookings, sales, and cash requirements
Regular internal reporting and communication cadence with program and business leadership
Establishes and maintains key program metrics, defines program milestones/critical path and monitors adherence to program budgets and schedules.
Drives tactical execution while meeting strategic objectives.
Qualifications you must have:
Minimum 10 years of experience in Government and commercial defense markets
Experience working in the DoD Aerospace & Defense industry and Federal Acquisition Regulations (FAR)
Experience with Supply Chain processes and related systems
Program and/or functional experience managing material (SCM, Engineering Program/Integrated Program Team (IPT), Operations)
Experience with Microsoft Office (Word, Excel, PowerPoint and MS Project)
Experience leading on a large production program.
US Citizenship is required.
An active or ability to obtain Secret US security clearance
Qualifications we value:
Master’s degree from an accredited university (Business, Supply Chain preferred)
Experience transitioning from Low Rate Initial Production to Full Rate Production.
RTX PM Certification Level 2, or ability to obtain within a year. Direct experience leading a program or portfolio over $1 Billion.
Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA).
Experience building and leading high-performing multi-cultural and geographically diverse teams.
Strong business acumen and interpersonal skills with ability to influence.
Exceptional communication, writing and presentation skills.
