JOB SUMMARY: Performs professional, technical, and clerical activities for Grimes County (the County).Work involves directing and coordinating emergency Management and homeland securityprograms in Grimes County to prevent/mitigate, prepare for a, respond to and recover fromemergencies and disasters.Position requires extensive depth of expertise and knowledge in specialized functions or businessareas that can be used to develop policies and procedures as well as determining efficient andinnovative ways to accomplish the organizations business strategies.

ESSENTIAL FUNCTIONS:

Employees may also perform other duties as assigned. Oversees the ongoing revision and maintenance of the Grimes Countys EmergencyManagement Plan and Emergency Support Functions, Hazard Mitigation Plan, Threatand Hazard Identification and Risk Assessment (THIRA) and other emergency Management plans, policies and procedures. Coordinates plan revisions with changing federal, state, and local agency programs.Keeps a current resource list identifying pertinent outside agencies. Assesses, plans, and implements best practice standards and assures compliance with allpolicies and regulations; compiles and submits data, analyses, and reports toCommissioners Court. Administers emergency management programs such as Community Emergency Response Team (CERT) Overseas Volunteer Fire Departments annual contract and acts as their liaison to theCommissioners Court. Maintains quality communication and interaction with all employees, representativesfrom external organizations, and the public to maintain good will toward the county andto project a positive image.

MINIMUM QUALIFICATIONS: High school diploma or GED required; supplemented by a technical certification with at least 4 years of directlyrelated experience, including previous lead worker experience; or an equivalent combination of education, certification, training, and/or experience.

Oral and written fluency in English is required.

To be eligible for employment with Grimes County, applicants must be at least 18 years of age at the time ofapplication.

CERTIFICATIONS, LICENSES, REGISTRATIONS: May be required to have / Must possess and maintain a valid Texas Driver License and the ability to drive acounty owned vehicle per established policies, procedures, and safety guidelines. May be required to have (CFM) Certified Flood Plain Administrator certification.

PREFERRED QUALIFICATIONS: Certified Emergency Management Certification Oral and written fluency in Spanish is preferred.

Starting Salary: $59,752.00-89,628.00/92,124

Emergency Management Services Coordinator Task List

Planning

Develop, evise and update county Emergency Management Plan (next update due in 2029) Develop, revise and update Emergency Management Plan annexes (next updates due in 2026) Plan and conduct exercises to test elements and annexes of the Emergency Management Plan Develop, revise and update county-wide Hazard Mitigation Plan (next update due in 2029) Coordinate with BVCOG and HSAC members on regional plans such as THIRA, Regional Communication Plan and Mass Fatality Plan Maintain a list of emergency and disaster response resources Assist local agencies such as ISDs, cities and businesses with developing emergency plans Maintain current copies of emergency and continuity of operation plans submitted by ISDs, City of Navasota, industry partners, Gibbons Creek reservoir, Lake Limestone reservoir, etc Develop and maintain agreements and/or MOUs with ISDs, cities and churches for sheltering, heating and cooling centers and Points of Distribution (PODs) Develop and maintain support agreements for emergency supplies with local businesses such as Brookshire Brothers, Walmart, Sanderson Farms and C-Force Water

Response Open and manage Emergency Operations Center (EOC) Coordinate disaster declaration with county judge - submit signed copy to Governors office Coordinate disaster response with judge, commissioners, city mayors, ISD superintendents, sheriffs office, fire departments, EMS and volunteers (CERT, Red Cross) Provide updates on disaster and response efforts to local media, post updates on Facebook Coordinate Reverse 911 notifications to public with dispatch and 911 coordinator Notify TDEM district coordinator of countys disaster status and provide updates Coordinate procurement and delivery of emergency supplies such as food and water with TDEM and local businesses Set up points of distribution (PODs) to distribute emergency supplies to communities Deploy volunteers to shelters, PODs, and other locations as needed

Recovery Perform on-site damage assessments of county buildings, roads and bridges. Perform on-site damage assessments of homes and businesses Coordinate with Red Cross on residential damage assessments Complete Disaster Summary Outlines (DSO) and submit to Governors office Prepare list of damaged roads, bridges and county buildings Coordinate on road and bridge damages with county engineer - compile data from on-site assessments and input data into force account sheets Complete force account sheets for materials, equipment and labor costs Maintain an active account with eGrants and use to submit damage reports and track reimbursements Coordinate with TDEM and FEMA on disaster recovery costs
