This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Finance

HOURS OF WORK: Monday thru Friday; 8:00 AM to 5:00 PM

Example of Duties

Under general direction of the Assistant Controller, plan, supervise and direct work for the General Accounting section of the Controller Division in all aspects of the job functions and duties to ensure that all financial records are prepared in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB). General Accounting responsibilities include fund accounting and analysis for general, enterprise, special revenue, debt service, permanent, and fiduciary funds; reconciliation of bank, investment, and clearing accounts and subledgers; and financial statement and audit preparation. Create and prepare various complex reports and perform analytical review, inquires and analysis, research and explain unusual or large fluctuations, address various problems, and formulate solutions to errors in financial reports to bring the financial records in compliance with GAAP. Interface with Multiple MOA department personnel to ensure smooth, timely and efficient periodic and annual financial reporting and advise and assist with financial reporting questions. Coordinate annual audit work paper deadlines with the various enterprise funds and any outside contractors. Support new policies, procedures and training needed to improve financial reporting practices. Assist and advise the Assistant Controller in the overall management of the Central Accounting section. Participate in special projects, respond to information requests.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED, or equivalent and eight (8) years of accounting experience of which four (4) years must be at professional accountant level.

OR

Associate’s degree in Accounting, Finance, Economics, Management Public or Business Administration or a related discipline and six (6) years of work experience of which four (4) years must be at professional accountant level.

OR

Bachelor’s degree in Accounting, Finance, Economics, Management, Public or Business Administration or a related discipline and four (4) years of experience at professional accountant level.

Military Service Interview Preference :

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
