SUMMARY:

The Loss Control Specialist will report directly to Loss Control & Quality Assurance Department’s Loss Control West Manager. The Loss Control Specialist will support the refinery or refineries assigned, as well as nearby systems that affect inventory control,by providing loss control services, develop and lead improvement projects, and implement company policy and industry standards, resulting in cost-justified accurate measurement results. This position requires strong technical expertise as well as interpersonal, communication, project management, and advanced Excel skills. Up to 25% travel is required but may fluctuate at times to effectively fulfill the responsibilities of the position.

KEY RESPONSIBILITIES:

  • Conducts cargo loss/gain measurement analysis.

  • Leads hydrocarbon measurement efforts.

  • Works with other specialists within Loss Control team to identify common needs and implement company policy and industry standards, standardized work processes, and best practices resulting in cost-justified accurate measurement results.

  • Leads or participates in business improvement projects for improved loss control and mass balance by identifying and investigating loss control issues. Develops action plans and reviews recommended actions with responsible organizations to ensure remedial actions are given appropriate priority and support. Tracks progression of open action steps to closure.

  • Investigates and reconciles cargo discrepancies that fall outside of accepted tolerances.

  • Organizes, gathers, and consolidates historical data; analyzes and creates a report to Management.

  • Fosters loss control awareness within the assigned business unit(s) by generating monthly performance measures reports and developing and maintaining loss control opportunity list for Refining and Commercial business unit(s). Aligns objectives and priorities for loss control initiatives with refinery management.

  • Ability to perform duties aboard prioritized vessels visiting the area.

  • Conducts Inspection Company audits, reviews with Loss Control Team, and follows up on findings to assure compliance is attained.

  • Participates in development of criteria for inspector qualifications and audits inspection company performance.

  • Establishes and maintains functional relationships with local stakeholders.

  • Manages third party inspection companies and vessels to ensure compliance with company policies and procedures.

MINIMUM QUALIFICATIONS:

  • High School Diploma, GED, or equivalent required.

  • Minimum 1 year of experience in the Refining or Midstream Logistics industries required.

  • Minimum 3 years of hydrocarbon measurement or loss control experience required.A valid driver's license is required.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in an analytical-oriented discipline (e.g., business, economics, mathematics, etc.) or technology-oriented discipline (e.g., computer science, management information systems, etc.) from an accredited institution preferred.

  • 5 years of experience in the Refining or Midstream Logistics Industries preferred.

  • 5 years of hydrocarbon measurement or loss control experience preferred.

  • Yield accounting or mass balance experience preferred.
