This position has responsibility for development, execution, and performance of the Distribution Contract Carrier resource strategies for Industrial Gases North America. The execution of the strategies will include the use of data analytic and reporting tools to dynamically manage the fluctuations of the resource requirements in the Supply Chain as well as detailed reporting to sustain performance and deliver the expected value of these elements. Effectiveness in the position is dependent on strong interpersonal and analytical skills and a thorough understanding of the liquid/bulk business, the competitive environment, supply chain management fundamentals to include operations, logistics, and financial analysis. Includes the ability to effectively lead and influence the various functional roles, as well as being able to influence senior management.

Responsibilities include but are not limited to: Development and execution of the Contract Carrier strategy. Develop and maintain effective relationships with key Contract Carrier Organizations both operationally and commercially in conjunction with Procurement. Serve as single point of contact for all carrier related activities including working with carriers to address any major safety, efficiency, or operational issues. Work with Procurement to support negotiating commercial, operational, and rate agreements with carriers. Provide key distribution statistics, and business and operational requirements to support the RFQ process. Support the Logistics Center and field teams in acquiring carrier resources during major planned and unplanned supply shortages and demand fluctuations. Influential in development and motivation of SC Logistics Managers and Supervisor roles at the Logistics Center to ensure relevant Carrier Execution. Ensure quality and timeliness of the centralized carrier management processes including peak carrier trip confirmation, and invoice processing in collaboration of the Central Support Functions Report monthly carrier cost and activity performance. Provide support on Safety Incident cases that involve carriers. Perform Transport audits on carriers with Procurement and EHS. Collaborating with SR Logistics Teams to drive consistencies in metrics, processes, and actions to drive value. Maintain and communicate AP Driver Staffing data for North America. Identify and communicate driver staffing shortfalls for shorter term planning horizon. Development and facilitation of attraction and retention strategies for AP IG Drivers in collaboration with various HR functions and Operations. Execution of these strategies ultimately lie with the functional teams of HR Talent Acquisition and Operations Distribution Terminals. Lead and facilitate action teams when necessary for course correction. Engage AP's Talent Acquisition Team for AP Driver staffing hiring forecasts and adjustments if required. Own Driver Bid Model tool and explain output as required. Lead monthly driver workstream meetings.

Qualifications / Requirements: Bachelor's degree required, preferably in Supply Chain or related field. 5 - 10 years' experience in the Transportation industry. Strong technical knowledge of data processing, data analytics and data visualization. Demonstration of strong analytical and decision-making skills. Exception user of Qlik tools, Excel, PowerPoint. Strong Interpersonal skills with strong influential leadership. Ability to clearly define and communicate vision. Ability to lead implementation and ensure sustainability. Strong customer (inter al or external) relationship and negotiations skills Familiarity with North American IG business, or similar business with similar complexities/structure.
