Overview

Rhode Island Energy is looking for a Communications/Change Management Specialist to support the Business Integration and Change Management activities associated with the RIE Advanced Metering Functionality Project. This role will also continue beyond the project. Key components of this position include Business Process design, Change Management, and Communications for both internal and external stakeholders, and identifying training needs associated with the new functionalities that AMF will deliver. Key internal messaging such as intra and inter departmental impacts related to transitioning to advanced metering functionality. This role be filled at the appropriate level based on the successful candidate's background, education and experience and may be located in either Allentown, PA or Rhode Island.#RIE

Responsibilities

  • Support the establishment of a baseline of business processes impacted by the AMF Deployment.

  • Support the documentation of as-is business processes and prepare to-be business process maps and supporting documentation as part of overall Business Integration effort.

  • Support creation of business requirements and supporting documentation.

  • Leverage the business process inventory from above as well as the Organizational Impact Assessment to understand what is impacted by the new AMF solutions/functionality.

  • Support development of a Business Integration /Training and Development Needs Assessment

  • Develop Training Plan and Approach

  • Define training needs for processes developed during the respective waves

  • Identify recommendations for training needs relates to the AMF implementation phase

  • Identify RIE trainer needs (number and timing)

  • Recommend logistical preferences for training (class size, computer vs. in person, full day vs. half day)

  • Support change-related activities associated with the development of a comprehensive Organizational Change Management Plan (OCM) encompassing the following elements:

  • Organization Impact Assessment focused on the identification of business process related impacts.

  • Skills & Knowledge which feed into the design of training materials as well as the transition of those materials to training delivery resources.

  • Stakeholder Engagement and Communications focused on engaging and informing stakeholders throughout the course of the project.

  • Conduct job/role impact analysis, skills and capability assessment (Organizational Impact Assessments)

  • Conduct stakeholder assessments

  • Support Communications activities designed for both internal and external stakeholders such as:

  • Develop communication plan and matrix.

  • Monitor feedback mechanisms to and report on training and awareness effectiveness.

  • Report on training metrics and awareness status monthly.

  • Cooperate, guide, and support Corporate Communications to generate widespread awareness, understanding and commitment across the entire organization.

  • Support and participate in, at RIE request, outreach meetings with identified third parties and related stakeholders.

  • Coordinate with Corporate Communications and Marketing groups and provide input to enable RIE to maintain website and marketing material.

  • Provide support as requested for PUC interactions/approvals/reporting related to Project, including support or RIE’s current stakeholder processes with the PUC.

Qualifications

Required Qualifications

  • Working knowledge of regulatory requirements and industry standards for the specific position related to business goals and strategic priorities.

  • Knowledge of utility and electric meter business processes including interdependencies between work groups.

  • Excellent communication and interpersonal skills with the ability to influence strategic decision makers.

  • Ability to diagnose issues with multiple internal groups and vendors and effectively communicate resolution with key stakeholders.

  • Ability to interpret information and analyze relationships and dependencies among multiple parts of a problem or situation to clearly articulate findings that lead to resolution.

  • Ability to recommend appropriate changes, communications and training actions and provide broad support for a large, complex project.

  • Ability to prioritize and execute tasks in a collaborative environment which includes internal and external customers and utility contractors.

  • Ability to communicate complex information in simple, easy-to-understand ways.

  • Ability to produce quality deliverables and meet deadlines.

  • Promotes respect and can work effectively with diverse groups and environments.

And

  • Bachelor’s degree plus a minimum of five (5) years of relevant experience*, or an equivalent combination of education and relevant experience on a year-for-year basis, is required. (Senior)

  • Bachelor’s degree plus a minimum of seven (7) years of relevant experience*, or an equivalent combination of education and relevant experience on a year-for-year basis, is required. (Lead)

*Relevant experience may include: internal and external communications, organizational change management, project management, and/or business process design.

Licensure / Other Qualifications

Possession of a valid driver’s license is required to perform the job.

  • Advanced degree.

  • Experience with electric meters and the business processes associated with meter installation and maintenance.

  • Experience with Advanced Metering technologies and functionalities

  • Experience coordinating cross-functional resources and diverse groups of stakeholders.

  • Highly self-motivated and directed with attention to detail.

  • Presents creative approaches to problems.

  • Ability to anticipate obstacles and issues, and proactively seek resolution and mitigation, demonstrating initiative and resourcefulness beyond routine questioning #RIE
