Basic Function

A licensed Registered Nurse responsible to develop, review and implement staff development activities; provide lead work direction and monitor staff development. Provide care coordination of chronic illness for inmates in a secure institutional setting and to perform related duties as assigned.

If an internal candidate is selected, salary will be set in accordance with the personnel rules, i.e. promotion, transfer, or voluntary reduction.

Examples of Work Performed

  • Develop, review and implement staff development activities and programs for nursing competencies.

  • Develop and implement all aspects of orientation for all nursing staff. Monitor the progression of staff development, conduct evaluation of performance as directed and provide additional training to achieve developmental goals.

  • Incorporate all current regulatory requirements into staff development programs.

  • Provide instruction and guidance to staff concerning procedures for providing nursing care.

  • Monitor the delivery of nursing and multidisciplinary health services through quality assurance monitoring systems and observations of direct care.

  • Assist in coordinating patient care for visits, ordered tests, and other healthcare needs to inmates. Collaborate with providers and nursing staff to identify concerns that would prevent quality medical care. Work with physicians and nursing staff to develop plan of care for inmates and make adjustments as needed.

  • Provide effective and productive communication between inmates and providers. Educate and assist inmates in the management, prevention, and maintenance of their health wellness state through evidence-based guidelines and best practices, and asses and identify actual and potential problems by gathering data.

  • Address gaps in care as identified in the health records.

  • Build and maintain relationships with both internal and external healthcare contacts and organizations to improve available resources.

  • Track outcomes and provide information to authorized personnel as requested.

  • Maintain medical records and other county information to ensure compliance with all state, federal and National Commission on Correctional Health Care guidelines.

  • Monitor care provided to inmates by performing assessments and reviewing clinical records.

  • Provide instruction or guidance to staff concerning procedures for providing nursing care.

  • Assist in care planning, assessments, and development of quality assurance records.

  • Monitor the delivery of nursing and multidisciplinary health services through quality assurance monitoring systems and observations of direct care.

  • Transcribe and document physician orders and inform staff and/or other contracted vendors or community partners, of changes in ordered treatments, routine orders, and medications.

  • Assist licensed nurses and/or medical assistants with management of medications, treatments, or other skilled nursing services as needed.

  • Perform duties as specified for Registered Nurse – Correctional Health positions as required.

  • Coordinate, as needed, boarders from other counties and jurisdictions to provide agreed upon care and services.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.)

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19.

Minimum Qualifications

Education: Completion of an accredited two-year program in nursing.

Experience: Two years of clinical experience as a Registered Nurse including experience teaching nursing care and/or staff development.

Certifications/Licensure: Must be licensed as a Registered Nurse by the State of Minnesota. Basic Life Support certification/Advanced Cardiac Life Support certification.

Substitution: None

Preferred: Bachelor or Master degree in Nursing. Correctional health experience or risk management experience.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Registered Nurse Program Coordinator - Correctional Health will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend your answers to the questions – do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Registered Nurse Program Coordinator - Correctional Health. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

The department may choose to interview any candidate on the eligible list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
