Job Description:

The ideal candidate is responsible for independently executing software design and development tasks. Is capable of leading and working as part of an agile team to design, implement and revise software applications. Writes sleek, performant code in a manner consistent with the team's style and best practices. Collaborates with clients and stakeholders in the development of requirements. Stays abreast of the "state of the art" through self and group study. Acts as a mentor to junior staff. Performs other related duties as required.

This position requires prior experience working with MOSA, web protocols and APIs (e.g., REST, HTTPS), interoperability standards and specifications (e.g., SCORM, xAPI, cmi5, Learning Activity Metadata), cloud server configuration and server stacks (e.g., LAMP), containerization (e.g. Docker, Kubernetes), routine web security and identity (e.g., SSL certificates, OAuth, Keycloak), web development languages (e.g., NodeJS, Python, JSON, JSON-LD), mobile development (e.g., iOS, Android, React, Angular), web user interfaces, linked data (e.g. JSON-LD), and semantic markup (Resource Description Framework, Web Ontology Language). Experience with DoD policies for data privacy, cybersecurity, ICAM, and Zero Trust is preferred. Experience with modern software development processes (e.g., GitHub, DevOps) is required.

The candidate performs the following specific assignments:

  • Executes software design and development tasks.

  • This position requires prior experience working with modern software development tools (e.g., GitHub, Jira), MOSA

  • This position requires prior experience working with web protocols and APIs (e.g., REST, HTTPS)

  • This position requires prior experience working with routine web security and identity (e.g., SSL certificates, OAuth, Keycloak)

  • This position requires prior experience working with web development languages (e.g., NodeJS, Python, JSON)

  • This position requires prior experience working with inked data (e.g. JSON-LD).

  • Demonstrated experience working in a Lean Agile Development environment.

  • Demonstrated experience developing detailed design and associated deliverables.

  • Demonstrated experience translating customer and system requirements into design.

  • Demonstrated experience designing system interfaces.

  • Demonstrated experience developing Single Page Applications using HTML5, CSS3 and JavaScript frameworks such as Angular, React, or Vue.js.

  • Demonstrated experience developing synthetic or mocked data and web services.

  • Demonstrated experience accomplishing standard CRUD use cases in relational or non-relational data stores, including PostgreSQL, MySQL, DynamoDB, or MongoDB.

    Experience Required:

  • Bachelor’s degree from an accredited college in Computer Science, Computer Engineering or Management Information Systems or related field.

  • At least seven (7) years of post-college full-time experience developing software and various sub-components thereof.

  • At least three (3) years of experience working on Federal Government software development team.

    Experience Desired:

  •  Familiarity with distributed learning standards and specifications (e.g., SCORM, xAPI, cmi5, Learning Activity Metadata), mobile development, web user interfaces, cloud server configuration and server stacks (e.g., LAMP), and containerization (e.g. Docker, Kubernetes) is preferred.

  • Demonstrated experience building and maintaining constructive relationships among customers, stakeholders, technical teams, contractors and senior level staff.

  • Demonstrated experience developing and maintaining long-term and strategic objectives to ensure that end user requirements will be satisfied in future years.

  • Demonstrated experience tailoring complex technical ideas and concepts to be communicated to a range of audiences in briefing and reports
