To effectively supervise compliance officers, plan review, and outreach/training staff in the enforcement of state and federal laws and rules adopted by the Minnesota Department of Agriculture to promote uniform enforcement actions and effective compliance and outreach within the state. This position provides administrative direction for compliance, enforcement and field training staff and provides the day-to-day supervision of staff reviewing case work, plan reviews, complaints and enforcement needs to implement appropriate and consistent compliance and enforcement activities.

This position is a remote worker position which is defined as, an employee who, as a condition of their appointment, has their home or alternative location as the assigned work location, works permanently from that location, and does not have an agency permanent/principal work location. Currently the MDA does not allow remote work locations outside of the State of Minnesota. As a remote worker position, it requires extensive travel throughout Minnesota to support inspection and program staff. The territory for this position is southern and central Minnesota, and includes the following counties:

Aitkin, Benton, Big Stone, Blue Earth, Brown, Carver, Chippewa, Chisago, Clearwater, Cottonwood, Crow Wing, Dodge, Douglas, Faribault, Fillmore, Freeborn, Goodhue, Grant, Houston, Hubbard, Isanti, Jackson, Kanabec, Kandiyohi, Lac qui Parle, Le Sueur, Lincoln, Lyon, Martin, McLeod, Meeker, Mille Lacs, Morrison, Mower, Murray, Nicollet, Nobles, Olmsted, Otter Tail, Pipestone, Pope, Redwood, Renville, Rice, Rock, Sherburne, Sibley, Stearns, Steele, Stevens, Swift, Todd, Traverse, Wabasha, Wadena, Waseca, Watonwan, Wilkin, Winona, Yellow Medicine.

Minimum Qualifications

Four years of experience conducting dairy or food regulatory work (i.e., inspection, investigation, equipment, or food safety reviews, etc) or equivalent.

OR

A degree in Biological Science, Chemistry, Public Health, Food Science, Agriculture or related scientific field PLUS three (3) years of experience conducting dairy or food regulatory work (i.e., inspection, investigation, equipment, or food safety reviews, etc) or equivalent.

AND

  • Supervisory or lead worker experience.

  • Extensive knowledge of microbiology, food safety and food quality issues involving food and dairy products.

  • Knowledge of dairy equipment review and design principles.

  • Experience working with local, state, federal regulations, or regulatory programs, supervisory or lead work experience.

  • Considerable knowledge of computers and automated systems with at least an intermediate level of knowledge in Microsoft WORD, EXCEL, POWER POINT and ACCESS, and use of Windows and internet applications.

  • The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.

Preferred Qualifications

  • Experience performing advanced dairy inspection regulatory work, such as investigations, equipment reviews, surveys or audits.

  • Experience conducting enforcement or compliance actions, such as permit suspensions, administering penalties, or other regulatory control actions.

  • An advanced working knowledge of the DMID's enforcement guidelines and progressive compliance procedures.

  • Certified Food Safety Professional Credentials or be a Registered Sanitarian.

  • An advanced degree such as a Master's, Ph.D., DVM or MP in Biological Science, Chemistry, Public Health, Food Science, Agriculture or related scientific field.

Physical Requirements

The incumbent must be able to attend outreach events and trainings as necessary. The incumbent may also be sitting and using a computer for extended periods of time. This position is remote worker, and the individual must be comfortable managing a flexible schedule the involves juggling field work to support inspection program staff to perform needed actions, and office work needed to manage the administrative pieces of the processes.

Some of this work is performed in dairy and food processing facilities. This inspection activity is performed in a noisy environment in which large, moving machinery is present and cannot be stopped instantaneously. The supervisor will be required to stands on slippery and uneven floors and may be required to stand on elevated platforms to observe products. Various atmospheric conditions ranging from excessive cold to damp, dry and extreme humidity may be found throughout the environment. The work environment for processing inspection involves walking on concrete floors in refrigerated coolers and freezers. Supervisors and inspectors are at times confronted with angry plant personnel and business owners and must respond tactfully to complaints, charges and demands from these individuals. Work environment may include additional physical hazards when responding to food emergencies including, but not limited to: floods, fires, truck or transport accidents, and storm damage.
