Summary This position is located in the Carpenter Shop of the Maintenance and Operations Section of the Facilities Management Service of the New Mexico Veterans Administration Health Care System. The incumbent will works in conjunction with other painters to cover over 1 million square feet of conditioned space. Responsibilities The duties of this position include, but are not limited to the following: Toning and/or mixing paints by additives considering the type of material to be painted, color and consistency, desired, the type of coat to be applied, and whether paint is to be used for interior or exterior finish. Adding thinner to obtain proper consistency, and strains before filling containers. Reading and following written instructions that relate to mixture, use and application of various coating materials, solvents and pre-coating agents. Applying paint specified such as gloss enamel, semi-gloss enamel and lacquer. Utilizing scaffolds, forklifts, man lifts rollers, drop cloths, putty knives, broad knives, mudding trowels, scrappers, sandpaper, step ladders, extension ladders, and striping machines. Advising others on the selection and use of appropriate materials to meet job requirements and technical specifications. Following established rules, regulations, and policy in handling and maintaining painting and prepping equipment. Complying with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Physical Requirements/Working Conditions: The work is done inside and outside, and dirt, spray, and fumes are usually present. The painters are sometimes required to prepare and coat surfaces outside in bad weather. Occasionally, they may be required to wear protective equipment and clothing that are sometimes heavy and uncomfortable. The painters are frequently exposed to the possibility of cuts and bruises. They may occasionally be exposed to the possibility of broken bones. Education Additional Information This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
