New York State Energy Research & Development Authority (NYSERDA) is a driving force in realizing this agenda. NYSERDA works with stakeholders that span residents, business owners, developers, community leaders, local government officials, universities, utilities, investors, entrepreneurs, and more, to develop, invest, and foster conditions that:

  • Attract the private sector capital investment needed to expand New York’s clean energy economy.

  • Overcome barriers to using clean energy at a large-scale in New York.

  • Enable New York’s communities and residents to benefit equitably from energy efficiency and renewable energy.

Job Overview

This Project Manager or Senior Project Manager within Policy, Analysis & Research would represent NYSERDA and advocate for end-users at New York Independent System Operator (NYISO) stakeholder meetings. Additionally, this position would inform New York State energy policy decision-makers in various ways, including, but not limited to: (a) reviewing electricity system or other analyses from external parties and providing constructive feedback (written or verbal); and (b) performing analyses to quantitatively and/or qualitatively assess the impact of energy, environmental, and economic policies and programs on the State’s citizens, businesses, and environment.

Primary Responsibilities

  • Prepare and represent NYSERDA and advocate for end user interests at NYISO stakeholder working group meetings.

  • As it relates to NYISO meeting coverage, coordinate with internal NYSERDA staff from various groups, external stakeholders, and the NYISO as needed to assess organizational issue positions, fill knowledge gaps, and rally support on key issue priorities.

  • Prepare succinct and accurate meeting notes on issues core to end user interests and maintain an archive of these internal notes.

  • Regularly communicate key NYISO project developments with relevant members of NYSERDA program staff.

  • Support analytical initiatives related to electricity system resource planning to support policy development across NYSERDA and other State agencies, including modeling, forecasting, and quantitative analyses to assess impacts of existing and potential policies.

  • Help conceptualize and perform data analyses summarizing trends and modeling impacts for both internal and external stakeholders. Manage the publication of reports and findings related to analysis products.

  • Support essential NYSERDA deliverables, including the State Energy Plan and other major projects intended to deliver on the state’s energy and climate goals.

  • Apply knowledge of reliability requirements and market dynamics to inform policy or project formation, and to represent NYSERDA at various forums to provide expert knowledge of New York State system requirements or desired policy outcomes.

  • Manage external contractor teams engaged in analysis on behalf of NYSERDA as well as participate in and lead teams from NYSERDA and other State agencies to advance projects.

Minimum Qualifications

  • A bachelor’s degree, preferably in engineering, economics, or mathematics (or related).

  • 5-7 years or more of experience in energy markets analysis and issues:

  • For Project Manager: A bachelor’s degree with superior academic performance and 5 years of relevant experience. Salary range is $76,051-$127,474.

  • For Senior Project Manager: A bachelor’s degree with superior academic performance and 7 years of relevant experience. Salary range is $111,925-$141,439.

  • Excellent project management skills

  • Top-notch presentation and interpersonal skills that resonate with audiences of different backgrounds; the ability to communicate persuasively, concisely, and unambiguously in speech and in writing.

  • Advanced computer skills to complete analytical functions

  • Relentless work ethic and resolute integrity

  • Individuals should be able to demonstrate having some or all of the following skills enhanced by a willingness to learn about new issues and analytical tools:

  • Understanding of economic theory and present value methodologies

  • Understanding of energy markets, including electricity and fossil fuel markets, and economic issues related to energy and environmental policy.

  • Technical expertise in quantitative analysis of energy issues

  • Experience working in a team environment both as a team leader and active team member.

  • Experience managing complex analytical projects which engage in-house experts and staff, external consultant teams and external industry experts and stakeholders.

Additional Qualifications

  • A graduate degree is preferred. For Project Manager: 4 years of experience with a Master’s degree will be considered. For Sr. Project Manager, 6 years of experience with a Master’s degree will be considered.
