Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Senior Health Care Management System Analyst, Grade 18 OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Senior Health Care Management System Analyst, Grade 18, under Section 70.1 or 70.4 of the Civil Service Law.Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.Health Care Management System Analyst Trainee 1: A bachelor's or higher degree.Health Care Management System Analyst Trainee 2: A bachelor's degree AND one year of professional experience in conducting public policy research and analysis in finance.Senior Health Care Management System Analyst: A bachelor's or higher degree AND two years of professional experience in conducting public policy research and analysis in finance.Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel and ability to solve problems independently. Professional work experience preferably includes working with data and being able to write formulas and macros. Strong written skills for various technical documents and communications. The candidate must also have the ability to interact with healthcare providers, other staff within the Department of Health as well as Other State Agencies.

Duties Description The incumbent will function as a financial analyst within the Bureau of Hospital and Clinic Rate Setting, of OHIP's Division of Finance and Rate Setting, calculating rates for freestanding diagnostic and treatment centers (D&TCs) and ambulatory surgery centers.The D&TC new provider rate unit sets initial Medicaid rates for new freestanding clinics and ambulatory surgery centers. This unit also assists with managing the Ambulatory Patient Group payment methodology that is updated bi-annually and utilized by DOH, OASAS, OMH and OPWDD. The incumbent will process rate appeals for D&TCs, calculate annual capital rate updates, review cost reports, perform data extractions, develop financial analyses and respond to provider inquiries. They will also conduct research of laws, rules, regulations, federal requirements, program procedures and assist with State Plan Amendments and regulation packages.
