This position is located in the Mental Health Service Line at the Albany VA Medical Center in Albany, New York. The staff psychologist functions as part of the staff in the Addictions Treatment Services Program, inclusive of outpatient and residential treatment (12 residential beds) with primary focus in the residential and intensiv outpatient program.

The incumbent functions as a staff psychologist in a professional healthcare setting. The incumbent will specifically address the complex needs of veterans who have substance abuse and mental health concerns. The psychologist applies advanced strategies to a full range of patient problems in his/her work setting. He/she has advanced knowledge of culturally sensitive psychological assessment techniques, diagnosis, intervention, and behavioral health that qualifies him/her to provide advice and consultation to professionals representing a variety of disciplines. The incumbent is also required to exercise judgment in the selection of or adaptation of standard and accepted psychological theories, techniques, and practices in treating patients or developing new techniques and programs for the treatment of clinical populations. The primary job functions of psychologists at this level include the provision of direct psychological patient care, consultation services on difficult or complex cases, education of staff and trainee supervision. Ongoing program development, training, and evaluation of delivered services in collaboration with the treatment team are an essential part of the position. Responsibilities of the position include but are not limited to:
Independently provides specialized psychological services at all levels of complexity for patients with substance abuse disorders, with service delivery to include intake evaluation, diagnostic assessments, psychotherapy and patient education.
Performs clinically indicated evaluations for outpatient and inpatient populations.
Provides a full range of therapeutic interventions including individual therapy, group therapy, and psycho-education classes. Best practices, practice guidelines and evidence-based treatment protocols are utilized to the extent feasible in all therapeutic interventions.
Consults with medical center staff on a wide variety of patient care issues to include patient's decision-making capacity regarding health care.
Develops person-centered, culturally sensitive treatment plans to address mental health needs of patients.
Conducts evaluations to aid in the differential diagnosis of complex cases.

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed AND Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year predoctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement. * Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. * Valid Unrestricted Driver's License Grade Determinations: To qualify at the GS-13 level, you must possess at least one (1) year of specialized experience as a psychologist equivalent to the next lower (GS-12) grade level. In addition, you must demonstrate the following Knowledge, Skills, and Abilities (KSAs):
- Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.
- Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
- Knowledge of clinical research literature.

Basic Life Support (BLS) certification is a requirementfor this position, applicants MUST have training as evidenced by a certificate from the American Heart Association (AHA) and/or Military Training Network (MTN).
