Minimum Qualifications Candidates must have one year of permanent, competitive service in a title eligible for transfer under Section 52.6 of the Civil Service Law. Examples of eligible titles include but are not limited to: ITS 3 (all parenthetic); Administrative Specialist 2; Business Systems Analyst 2; OR• A bachelor’s degree AND three years of professional experience* in project management which must include planning and at least three other of the management process groups: origination; initiating; executing; controlling; and closing.*Substitutions: Current certification as a Certified Associate in Project Management (CAPM) may substitute for two years of the required experience; OR, current certification as a Project Management Professional (PMP) may substitute for three years of the required experience.Please note that this experience must include the development of project management deliverables, scope statements, schedules, budgets, quality plans, risk plans, and communication plans.Preferred Qualifications:• Knowledge and experience with the various project management methodologies, principles, and tools;• A proactive mindset interested in continuous improvement;• A customer-service focus, including: -Essential soft skills to liaise and build trusted relationships with team members at all levels of the organization and SFS customers; -Ability to authentically build trusted relationships and maintain a positive work environment; and• Ability to analyze complex situations and recommend solutions; • Strong active listening skills and understanding of how to break out high-level information into details, or summarize from low-level information to a more general understanding;• High level of attention to detail, ability to multi-task, and interest in developing strong leadership skills;• Excellent written, verbal, organizational, and presentation skills;• Ability to work and lead colleagues in a cross-functional team environment (i.e., matrix organization) to achieve desired goals on schedule; and• Flexibility, including adapting to changes in direction based on project needs and working non-standard hours when required.• 2+ years of experience managing complex projects, preferably IT-related;• Associate's Degree or higher;• Systems Development Life-Cycle (SDLC) experience;• Project Management Professional/Project Management Institute (PMP/PMI) Training/Certification;• NY State government finance experience; and• Microsoft Project, Excel, Teams, and SharePoint proficiency

Duties Description The Statewide Financial System (SFS) is New York State’s enterprise financial system that supports agency business processes and serves as the State’s accounting system of record. Supporting approximately 80 State agencies, SFS processes over $100 billion in payments on an annual basis, and strives to continually ensure system performance, reliability and availability, safeguard the integrity of the data contained within SFS, and maximize use of SFS functionality for the greatest benefit of NYS government.The incumbent of this position will be a part of the Enterprise Architecture/Program Management (EA/PM) Portfolio & Project Management Team in the Statewide Financial System (SFS). Portfolio & Project Management provides strategic and forward-looking plans for SFS in several key areas such as managing the initiation and implementation of system changes and business events. SFS continually executes an extensive number of system changes and projects designed to meet the requirements of all state agency users and individual control agency-specific business processes. The projects and changes to these projects vary in size, duration and scope, and address a wide range of technical, financial and business process concerns and activities.General responsibilities include:• Advise and assist colleagues on business processes through project stages such as initiation, planning, execution, monitoring, and closing.• Coordinate the development and review of project management plans.• Assist project team members document a project’s scope, objectives, and requirements.• Assist with the development and use of project schedules that clearly identify milestones and dependencies.• Record and review metrics concerning project status, performance, and expenditures.• Interact with stakeholders. • Engage with project teammates to ensure objectives are met on time. • Organize and maintain project documentation.• Participate in SFS business event project management activities.• Perform other duties as assigned.
