Job Title: Project AdministratorGrade: 33Salary: $69.01 - $76.61The Research Foundation for Mental Hygiene is seeking a qualified candidate to fill an hourly, part-time Project Administrator position with the Office for People with Developmental Disabilities (OPWDD) in the Division of Quality Improvement (DQI). The incumbent will develop and implement a new unit tasked with providing oversight for Care Coordination Organizations / Health Homes (CCO/HH) licensed and funded by OPWDD, as well as the business model to ensure appropriate processes are used and the unit is effectively integrated within DQI's organizational structure. The Project Administrator will report to the DQI Deputy Commissioner.Duties and Responsibilities:The Project Administrator's role will include facilitation work within DQI and cross-divisional work to ensure the effective implementation of the new CCO/HH Oversight Unit and business model.The Project Administrator will also:•Complete an assessment of strengths and challenges of the CCO/HH program at the systems level to inform programmatic quality improvement activities and facilitate improved progress and outcomes at the population level.•Assist with quality improvement plans and projects to strengthen the CCO/HH program and achieve measurable impacts in outcomes.•Assesses each CCO/HH organization's performance and effectiveness in employing the core functions of the Health Home program with a goal of improved progress and outcomes for people supported, particularly for people with complex needs. •Bring the DQI leadership team together to develop roles and responsibilities and standard operating procedures, tools and methodologies for the work that will be completed by the new CCO/HH Oversight Unit and intersections across the other internal units of the Division.•This includes ensuring that the new Access Rule requirements around person-centered planning and the quality measure set are considered within the roles, tools and methodologies for oversight of CCO/HHs.Minimum Qualifications:•A bachelor's degree or higher in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education, or nursing); hospital administration; business administration; or public administration - AND - five years of progressively responsible administrative, management, or supervisory experience in a human services organization - OR - •Absent a college degree, at least nine years of progressively responsible administrative, management, and supervisory experience in an organization whose purpose is to serve the needs of people with intellectual and developmental disabilities. At least four years of this experience must be at a leadership level with broad policy-influencing responsibility for fiscal and/or program administration.Preferred Qualifications:•Demonstrated ability to plan and execute strategic decisions, implement critical management and business practices on a statewide basis, and deliver successful outcomes.•Experience with the developmental disabilities service system in New York State and knowledge of public and/or private sector programs and services, as well as a practical understanding of OPWDD's governing federal authorities (Home and Community-Based Services Waiver and State Plan), the federal Access Rule and its applicability to OPWDD, New York State regulations, program certification, core requirements of the CCO/HH program, and quality improvement processes.•Documented familiarity and experience with OPWDD's information technology platforms and applications.Work Location: 44 Holland Ave Albany, NY 12209To Apply: Submit an application through our website at https://rfmh.applicantpro.com/jobs/.
