Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Master's degree AND either:1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR2. Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Education Improvement Services in the Charter School Office (CSO). The mission of the CSO is to create and sustain quality educational options for families in New York State on behalf of the Board of Regents. The CSO strives to accomplish this through high quality authorization and oversight of the Board of Regents portfolio of charter schools, fair and transparent oversight of all charter schools, and dissemination of information about effective school design and practices. CSO staff facilitate a rigorous new school application process, monitor the implementation of school charter agreements between the Board of Regents and its schools, conduct comprehensive evaluation of charter school performance according to a clear and transparent performance framework, and make renewal and closure recommendations to the Board of Regents. Under the direction of the CSO Director and the CSO Supervisor of Education Programs, the selected candidate will conduct performance oversight and evaluation activities for the portfolio of charter schools directly authorized by the Board of Regents. Duties for this position include, but are not limited to:• Serve as the primary CSO liaison to an assigned portfolio of Regents-authorized charter schools, by writing reports, managing and coordinating site visits, directing and supporting consultant activities, drafting revision and renewal Regents items, and reviewing school-specific documents and requests;• Assist with the process to establish new charter schools by reviewing applications, conducting review panel rating meetings, participating in capacity interviews, and drafting Regents items;• Assist in reviewing and updating CSO protocols, templates, and processes;• Participate in CSO data, site visit, and renewal application webinars and meetings;• Communicate verbally and in writing with CSO staff, NYSED staff, charter school personnel, and charter school board of trustee members;• Work collaboratively with other CSO staff to ensure the incorporation of relevant data into evaluation reports and with other colleagues who serve as liaisons to Regents-authorized charter schools to ensure the timely and effective coordination and completion of monitoring and evaluation work; • Complete requests from Supervisors or the Director to ensure the deliverables of the office are being met; and• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and work experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require 40% statewide travel.This position leads to a maximum salary of $121,360 based on annual performance advances.
