Minimum Qualifications Minimum Qualifications:Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.or Eligible for transfer under Section 70.4To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. Please note that if applying under the 55 b/c program, candidates must include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):Minimum Qualifications for appointment to Engineer Trainee, NS:A bachelor's degree or higher in engineering or engineering technology as listed below;Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. Duties Description Duties DescriptionProvide project management support for various coastal storm risk reduction projects being undertaken by DEC in partnership with the Army Corps of Engineers and various local governments, and provide support for the Coastal Erosion Management Permit Program.• Conduct reviews of technical and administrative aspects of coastal engineering studies, designs, specifications, proposed work, and operation and maintenance manuals. Effectively document and communicate findings and provide comments/responses to these documents.• Prepare reports, briefings, press releases, responses to media inquiries, and other documents relating to coastal projects, permit programs, or other coastal issues.• Prepare and present information on coastal projects to government agencies, consultants, interest groups, and the public.• Develop contract packages for routing through State government.• Prepare and review real estate documents required for the construction of coastal projects.• Provide technical assistance with the review of Coastal Erosion Hazard Area (CEHA) permit applications and variances. Assist and provide support to DEC attorneys working on enforcement matters and provide program oversight as directed.• Organize and participate in Community Assistance Visits (CAVs) with locally administered CEHA programs.• Address inquiries, complaints and issues raised by the regional offices, the public and municipalities about coastal issues.• Conduct Coastal inspections to monitor construction, document condition, and ensure compliance. Be capable of preparing inspection reports.

Establish and maintain effective inter-personal relationships, and constructively interact with multiple federal, state, and local government officials, emergencymanagers, the public, and various interest groups.• Candidate must be able to function effectively in large group settings and venues such as public meetings.• Support emergency response to coastal storm and flood events. Overtime may occasionally be required. After-hours as well as weekend and holiday work may occasionally be required,sometimes on short notice.• This position requires a valid driver’s license and can require overnight travel. Must be able to negotiate difficult terrain (steep, sand, rock) and work in remote areas and in adverseweather conditions.Travel may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must be able to lift and move objects up to 30 pounds. Telecommuting may be available, will be discussed at interview.
