Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Administrative Specialist 1 position in the Office of Career and Technical Education (CTE). CTE provides students with technical and academic knowledge as well as the skills necessary to succeed in high school and beyond. The secondary CTE program office oversees the delivery of CTE statewide and provides technical assistance in the field to various educational entities. Assistance is focused on NYSED CTE program approvals/reapprovals, federal Perkins grant administration, registration of work-based learning programs, technical skills assessments, operational approval requirements for Nurse Aide Training Programs and Appearance Enhancement/Barbering Programs, and civil rights compliance. Duties of this position include, but are not limited to, the following:• Manage office operations including information and workflow management, procurement, internal controls, and other support activities;• Allocate work as appropriate to subordinate staff, training staff as it relates to office procedures, resolution of work process problems, and answering questions from the field and other NYSED staff;• Coordinate office data collection, analysis, and submission for state and federal reporting;• Assist in maintaining office Access database and Excel form files needed for program administration;• Prepare documentation of procedures that control work activities while developing ad hoc reports about programs and grants using office database, Program Tracking System/CAFE, etc. to monitor program and fiscal matters; • Prepare work documentation including memoranda, questionnaires, charts, and tables for internal reports and publicly facing materials while researching questions from NYSED staff, the public, and officials from other agencies;• Communicate verbally and in writing with external stakeholder groups, LEAs/BOCES, or individuals to gather or verify information and track specified correspondence;• Review project proposals, reports, and applications submitted by local agencies for completeness and compliance with federal and state requirements; • Review completed work for accuracy and compliance with office and Department standards; and• Respond to Freedom of Information Act requests by locating material requested and following procedures for information release.
Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.Current starting salaries:• $52,198 (Trainee 1- NS equated to SG-14)• $58,247 (Trainee 2- NS equated to SG-16)• $65,001 (Full Performance level SG-18)This position leads to a maximum salary of $82,656 based on annual performance advances and traineeship advances.
