Corps/Department: Older Alaskans Program (OAP)

Reports To: Social Services Program Director

FLSA Status: Full-Time (40 hours per week) / Exempt

Education and Work Experience:

  • Bachelor’s degree in social service, business administration, public administration/ or related field.

  • Four (4) years of related experience in a management/supervisory position.

  • Experience working with the needs and requirements of a vulnerable population.

  • Experience in budget preparation and control required.

  • Grant writing experience highly desirable.

Scope of Position/Essential Functions: The Program Manager is responsible for the oversight and direction of the Older Alaskans Program (OAP), in a manner that effectively utilizes these resources and meets contract requirements as well as the needs of participating older adults. The Program Manager will ensure that all services are carried out with efficiency, effectiveness, and compassion for clients. This position is also responsible for the distribution of information about the services and seeking revenue sources to support the program’s operation.

  • Knowledge of laws, regulations, and guidelines surrounding government funding.

  • Knowledge of personnel administration guidelines, requirements, and common practices.

  • Skilled in personnel administration and working with a variety of backgrounds in the areas of staff, clients, and funding resources.

  • Must maintain a valid Alaska driver’s license with acceptable driving and criminal history records.

Essential Functions:

  • Represent the program and The Salvation Army in contacts with Federal, State, and local government organizations, current and potential funding sources, other human services and advocacy organizations, community groups, and the public.

  • Direct and participate in long- and short-range planning and goal setting; evaluate and revise plans and goals as program needs change; implement program improvements resulting from evaluations.

  • Strategize and implement ongoing advocacy efforts aimed at maintaining and/or developing services.

  • Coordinate delivery of program services as required by applicable grant and Medicaid regulations as well as federal, state, and local sanitation requirements.

  • Recommend internal organizational structure and manage all administrative and fiscal activities of the program, including personnel, contracts, purchasing, budgeting, grants administration, record keeping, reporting, and auditing.

  • Provide staff development through program orientation activities, on-going training opportunities, and timely performance evaluation.

  • Prepare and submit contracts/proposals, grant applications, and required records and reports; ensure that such materials conform to all regulatory requirements and are submitted on time.

  • Serve as Safety Officer for the OAP.

  • Conduct inspections regarding the maintenance and safety of facilities, vehicles, and meal sites.

  • Serve as a liaison between the central kitchen at the SAFE campus and other Salvation Army program units which receive services from the central kitchen, ensuring all program needs and requirements are met at a reasonable cost.

  • Coordinate OAP program activities with those of other community-based organizations.

  • Work with the Municipality of Anchorage and state to ensure timely and appropriate response to homebound vulnerable adults in time of disaster.

  • Perform other related duties as assigned.

Software-related Skills: Microsoft Word and Excel required; Microsoft Outlook familiarity preferred. Proficiency in Publisher, PowerPoint, and other business software desirable. Ability to learn to use new software programs with basic training.

Work is performed in a heated/ventilated office setting. Some work may be performed outside the facility during visits to clients and related work sites. Language Skills: Must be able to speak, read, and write English. Must be able to understand, follow and give both written and oral instructions. The employee must be able to use speech and hearing for ordinary and telephone conversation.

Mathematical Skills: Must be able to perform simple calculations (addition, subtraction, multiplication, and division) and apply concepts such as ratios and percentages in practical situations.

Performance Skills: Must be creative, self -motivated, organized, flexible, and possess leadership skills.

Sacred Boundaries and Protect the Mission: Must complete the online course(s) for this area and pass the background check required by The Salvation Army for employment.

Driver Requirements: Must be a licensed driver. Must also complete and pass The Salvation Army Driver Safety Course.

Physical Requirements: Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on intermittent or continuous basis. Ability to grasp, push, pull, and reach overhead. Ability to operate a telephone. Ability to lift up to 40 pounds. Ability to access and produce information from a computer. Ability to understand written information.
