NOTICE OF FILING APPLICATION FOR

PERMANENT EMPLOYMENT CERTIFICATION

(This Notice is being provided as a result of the filing of an application for permanent alien labor certification for the position of GIS Technical/Applications Administrator 2. This Notice of filing will be posted for at least 10 consecutive business days, ending between 30 and 180 days before filing the permanent labor certification application.) NOTICE is hereby given that an Application for Permanent Employment Certification is being filed for the full time position of GIS Technical/Applications Administrator 2 *to work at County of Summit, 175 South Main Street, Akron, Ohio 44308. The Employer is *County of Summit.   Position Duties: * * Under general direction/supervision, manages the Geographic Information System computer operation; develop, design and monitor GIS data and maps for assigned projects; utilize surveying and GPS techniques for various projects; monitors system performance and system usage; establish and maintain relationships with collaborating agencies; provide training and instruction to non-technical users on work procedures and work safety; performs other related duties as required. NOTE: In all functions of this position, the Employee must maintain confidentiality of department, applicant, partner and client data, information and records. Specific Essential Functions: *Coordinates GIS activities (spatial analysis, data modeling, development and management of databases, metadata, digital mapping, and GIS data standards and quality assurance procedures); develops, implements and monitors system usage accounting; prepares documentation on system activities related to assigned operational areas (e.g., summaries, statistics, problems, corrective actions taken, etc.). Oversee the installation of GIS hardware and software according to the specification to ensure the required need of the system are met; Develop and implement policies and procedures relating to GIS system maintenance, operations, and services (e.g., summaries, statistics, problems, corrective actions taken, etc.). Establish productive relationships among collaborating County departments and political sub-divisions for GIS projects; analyze the feasibility of GIS application requests; assist in new application design and development projects; monitor, and evaluate the work of outside contractors in implementing GIS data for the County; coordinate maintenance and service contracts with hardware and software vendors. Develop and implement in-house and contracted training programs for GIS operations and instruct non-technical users in work procedures; manage GIS web applications, used in the Emergency Operations Center (EOC) and on mobile devices, that facilitate the operations required by the County Emergency Management Department; assists with the procurement of new hardware and software components as part of an evaluation team. Assist with personnel activities and assumes additional managerial functions as workload dictates; prepare budgets for GIS related activities; evaluate staff performance; resolve difficult *problems that arise (internal, external), ensure staff adherence to established operational procedures and protocols. *Other Functions: *Provides quality customer service by assisting clients, private and non-profit business, County staff, communit
