Description of Job

GENERAL SUMMARY:

The Campus Security and Preparedness department helps to provide safe and secure environments for students, faculty, staff and visitors at all three campuses. As a Technician III, your duties include: patrol of the campus and its buildings: assisting the campus community with a wide variety of problems and concerns; monitoring security cameras and access control systems; providing and restricting access to areas on campus including buildings and rooms; acting as first responders to medical needs, campus emergencies and disruptions; implementing crowd and traffic control when needed; maintaining a high level of sensitivity and confidentiality whenever possible.

PRIMARY DUTIES:

Routine Patrol and Operations

  • Conduct security patrols of campus and all College buildings and facilities on foot or by other means (i.e. golf cart, car, bicycle, etc.) and provide other security duties as assigned.

  • Complete daily checks of campus access control doors, security cameras, security phones, panic buttons, public address speakers, and computer notifications systems in order to verify they are functioning correctly. Check secure areas for unauthorized personnel.

  • Patrol the college facilities including parking lots and open spaces to deter crime and disruptions. Check sensitive areas, specialized labs, and learning spaces for students or others who are lost or in the wrong location.

  • Provide “Open Up” services by walking the campus and unlocking/checking exterior entrances and checking safety/security/notification system functions, and looking for property issues. Provide “Closing” services by walking the campus to secure exterior doors and to look for persons inside the facilities.

  • Maintain accurate activity logs that document routine working tasks engaged in during the officer’s assigned shift.

  • Utilize officer presence and other crime prevention measures to thwart and discourage vandalism, theft of school property, and physical or verbal conflicts.

  • View video camera footage (both live and recorded) to check areas for suspicious or unusual activity. Monitor access control systems to ensure proper functioning and proper status of control devices.

  • Physically inspect buildings while conducting random walking patrols; check doors, windows, entries and exits to ensure functionality and for safe usage. Lock/Unlock areas on campus as part of a planned or routine schedule.

  • Complete walking tours/patrols of campus areas frequently during each shift; engage with students, faculty, and staff to create relationships and trust.

  • Provide jump start services to persons parked on campus who cannot start their cars.

  • Respond to minor campus parking lot accidents and fill out reports documenting pertinent facts.

  • Provide a positive customer service experience by enthusiastically providing information and services.

  • Obtain/maintain training and/or certification in several areas including: First Aid, CPR, AED, Handcuffing, Baton Use, and Defensive Tactics.

  • Maintain the campus’ official Lost and Found section; take in items that are turned in and whenever possible return items to their rightful owners; dispose of items when the rightful owners are unavailable.

Normal Call Response

  • Respond to all calls for service directed by radio, telephone and/or supervisory and management personnel of the Campus Security and Preparedness Department.

  • Perform safety escorts, on foot or by college vehicle to and from vehicles and College facilities upon request for members of the campus community including students, college staff, faculty, visiting dignitaries, and other campus visitors.

  • Respond to alarms; determine situation status and proper follow up action needed; act accordingly.

  • Lock/Unlock facilities upon request of authorized community members or visitors; unlock areas for persons who have locked themselves out of their spaces.

  • Respond to suspicious persons calls; handle mentally or emotionally distraught individuals to assist with getting them help when possible; escort visitors off campus who pose a non-criminal risk or disruption to community patrons or college business. Respond to and assist in resolving conflicts and confrontations on campus; mitigate potentially volatile situations when possible.

  • Assist with crowd control at special events and as otherwise needed.

  • Provide initial response to reported incidents on campus and complete initial inquiry to determine disposition.

  • Control the flow of vehicle and pedestrian traffic on campus property due to weather conditions, vehicular accidents or as required.

  • Write complete, accurate and timely reports utilizing computer aided reporting systems to record campus incidents and document follow up activity and preliminary investigations.

  • Maintain accurate activity logs relating to the Technician III’s response to requests and activity on campus.

Investigations and Enforcement

  • Ensure that security supervisory and management personnel are notified in a proper and timely manner of breaches of security occurring on College properties or of information received that may create a security risk for College properties and persons (such as trespassers, threatening individuals, etc.) and contact local law enforcement as appropriate.

  • Challenge trespassers, loiterers, errant vehicle operators and all others who create a safety and security risk to students and staff and threaten the overall security and integrity of the physical assets and property of the College.

  • Temporarily detain and restrain individuals when there is an incident that may be criminal in nature and present an immediate threat to the safety or security of students or staff by means of grips, holds, or restraining devices until law enforcement arrives. Direct persons creating a disruption, safety or security risk, or those in unauthorized areas to leave campus, escort them off premises, or call law enforcement.

  • Provide initial response to reported incidents on campus and complete initial inquiry to determine disposition.

  • Issue campus parking warnings; contact vehicle tow companies when necessary. Serve trespass notifications to those who have been trespassed by FRCC administrators using the CCCS approved template and process.

  • Conduct initial inquiries, security inspections, and preliminary investigations of security matters and concerns on campus.

  • Determine if students have violated the College Student Conduct Code; document and report violations appropriately.

  • Identify incidents involving harassment and sexual misconduct; document and report these instances to the Title IX Office.

  • Receive complaints; document statements using proper interview techniques of involved parties and witnesses; conduct initial inquiry when appropriate.

Emergency Response

  • Provide initial response to reported emergencies on campus and complete preliminary investigations to determine disposition. Assist in evacuating faculty, staff, and students during emergencies. Provide emergency response and first aid as needed.

  • Serve as initial responder when dealing with emergency situations such as tornados, floods, bomb threats, lock downs, etc., following proper procedures for lock down, lock out, evacuate, and shelter in place. Communicate and assist fire and police departments when possible or as directed. Respond and manage all types of emergencies until the arrival of outside agencies.

  • Immediately issue Timely Warnings and Emergency Notifications during emergencies as appropriate.

  • Maintain required certifications in emergency response areas as required by the College Department, and federal or state law, or regulation.

Equipment Maintenance and Use

  • Exercise proper care and maintenance of all College owned or leased equipment including vehicles assigned to or utilized for duty.

  • Maintain a high level of proficiency in the proper use of authorized protection tools (batons, hand cuffs, radio, etc.).

  • Maintain in-depth knowledge and high-level proficiency with operating the campus security cameras, access control mechanisms, emergency notification tools, and safety/life-saving devices (i.e., AEDs, fire extinguishers, etc.)

  • Must successfully complete and maintain certifications and/or training requirements for all applicable equipment utilized including vehicles, batons, and AEDs.

Campus Security Authority

  • Properly report and track incidents on campus for inclusion in the federally mandated Clery reports.

  • Report statistics for murder/non-negligent manslaughter, negligent manslaughter, rape, fondling, incest, statutory rape, robbery, aggravated assault, burglary, motor vehicle theft, arson, domestic violence, dating violence, stalking, liquor law violations, drug violations and/or illegal weapons possession.

  • Report statistics for hate (bias) related crimes for the following classifications: murder/non-negligent manslaughter, sexual assault, robbery, aggravated assault, burglary, motor vehicle theft, arson, larceny-theft, simple assault, intimidation, and destruction/damage/vandalism of property.

  • Report crimes that pose an ongoing threat to the campus community immediately to the Police Department.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM REQUIREMENTS:

Three years of work experience in security, campus safety, emergency preparedness, law enforcement, military, or other first responder experience.

SUBSTITUTION: College, university attendance, from an accredited institution may substitute for the experience in a related field (i.e. law enforcement, firefighter, E.M.T. Emergency Preparedness) as listed above on a year for year basis. (A COPY OF YOUR TRANSCRIPT VERIFYING THE REQUIRED CREDITS/COURSES MUST BE RECEIVED BY APPLICATION DEADLINE, IF SUBSTITUTION IS USED TO MEET THE MINIMUM REQUIREMENTS)

NECESSARY SPECIAL REQUIREMENT: Must possess and maintain a current, valid State of Colorado Driver's License. Must submit to and successfully complete a pre-employment background check to include a motor vehicle record (MVR) as a condition of hire. Must submit to and successfully complete a pre-employment background check as a condition of hire. Felony convictions or conviction of crimes of moral turpitude or convictions of misdemeanors related to job duties may disqualify you from consideration for this position. Candidate will be required to take and pass the FRCC Self Defense Training once employed. Once the candidate (s) has passed the FRCC Self Defense Training they will then proceed with training to be certified in Baton, emergency system software, and other designated areas. Candidate will need to keep current on all training and certifications required by the college during the entire time of employment.
