The Capital Development Section manages all aspects of the asset management, facility design, engineering, construction, and landscape design programs including managing multimillion dollar budgets for the Colorado Division of Parks and Wildlife (CPW). The Section provides professional expertise in the areas of civil and structural engineering; dam engineering, site design and preparation; park facility design and layout; building design and construction management; and, landscape architecture. This Section develops and maintains standards for capital development throughout the agency. They monitor compliance with both agency and code requirements as well as requirements delegated from State Buildings. The Dam Safety Program is a branch of the Capital Development Section of CPW. The Dam Safety Program’s purpose is to protect the lives and property of the public by monitoring and evaluating the structural performance of water storage dams owned by CPW (over 115 dams). This is achieved by inspecting existing dams, by writing plans and specifications, by performing construction inspection, by reviewing plans designed by consultants, and by detailed engineering analysis of each dam (Hydrologic and Hydraulic Evaluations, Hazard Classifications, Stability Studies, Subsurface Investigations, Dam Break Studies, Emergency Action Planning, etc.).

The preferred candidate for this position is committed to dam safety, passionate about the outdoors and wildlife, interested in protecting Colorado’s natural resources, and is hard working and dedicated.
Description of Job
This position exists to support the Dam Safety Program within CPW. CPW is the largest dam owner in the state of Colorado and has over 115 dams in their portfolio.
The position has a primary and secondary purpose. The primary purpose of the position is for design services for dam capital construction projects including preliminary investigations, project planning, surveying, developing and choosing project alternatives, cost analysis, design calculations, develop construction drawings, specification preparation, contract and bid documents preparation, construction management for dam projects, and design consultant selection, contracting, and oversight. Additional duties may include hydrological and hydraulic modeling, including two dimensional modeling with HEC-Ras2D, geotechnical investigations and soils classifications, seepage and stability modeling, and structural analysis and design.
The secondary purpose of the position is to provide dam safety inspections and monitoring required by the State of Colorado. This is includes attending dam inspections with the State inspector for high and significant hazard dams and to complete inspections on low and non-jurisdictional dams that CPW owns.
This position will require working in the field for dam safety inspections and the preferred candidate will need to be able to carry 50 lbs. up a dam embankment, and work in all types of weather. In addition, the position will require travel up to 40% of the time statewide.
This position will have a “home office” of 6060 Broadway in Denver CO, but the duties of this position can be completed remotely, with occasional visits to the Denver office and/or other CPW offices statewide. The preferred applicant can reside anywhere within the State of Colorado.
DAM INSPECTIONS
Attend Dam Inspections with the State Engineer’s Office (SEO) Division Dam Safety Engineer representing the owner (CPW). Work with the SEO to determine dam safety deficiencies.
UPDATING EMERGENCY ACTION PLANS
Works to complete the yearly update of all high and significant hazard dam Emergency Action Plans. In addition, works with the Dam Safety Program Manager to train CPW staff to help reduce the consequences of a dam emergency. Includes working on inundation mapping for CPW dams, completing Hec-Ras hydraulic models and using GIS to finish the mapping.
CONSULTANT MANAGEMENT
Design for smaller projects for dams, including geotechnical analysis, hydraulic analysis, hydrological analysis, preparation of plans and construction specifications for low hazard dams. In addition, working with design consultants for rehabilitation of significant and high hazard dams. These duties will include plan and specification review in conjunction with the Dam Safety Program Manager, site visits, attending design meetings, and design review meetings.
CONSTRUCTION MANAGEMENT
Perform detailed visual inspections of and document contractor's work to ensure conformance with plans and specifications. This duty would include construction change orders and construction pay applications.

Conditions of Employment
Must possess and maintain a valid state of Colorado driver's license for operating a State vehicle.
Statewide travel will be required for this position. Travel to various construction projects/dam inspections. This includes current and future projects. More travel during the months where weather is more conducive to travelling. Anticipated travel could be up to 40% of the time.
Current valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors or the ability to attain it within 60 days.
