U.S. Army Acquisition Support Center Program Manager (Deputy Product Manager Acquisition) in Aberdeen Proving Ground, Maryland

Summary About the Position: This JPEO-CBRND Deputy Product Manager, NH-0340-04, position will be assigned to the Joint Project Manager for CBRN Sensors (JPM CBRN SEN). The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. This position is eligible for supervisor differential as outlined in the DoD AcqDemo Operating Guide. Responsibilities Responsible for all aspects of the acquisition process to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million dollar annual budget. Oversees POM planning, cost estimating, program planning, budgeting, program integration, interoperability and oversight. Performs the full range of administrative and technical supervisory duties for a team of assigned civilian (core and matrix), military, and contractor support personnel. Directs other DoD activities and contractor teams supporting the program to ensure requirements are met using available resources. Develops a comprehensive time-phased and budgeted program designed to meet mission requirements as well as cost, schedule, and performance goals. Reviews programming documents and directives received from HQDA to determine effect on assigned programs. Maintains continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned programs Defends systems decision papers or other decision documents at each milestone in the life cycle of the project. Requirements Conditions of Employment Qualifications This position is subject to a salary control point established in the JPEO-CBRND Acquisition Demo Business Rules. This control point limits salary to a max of $181,216 (GS-14, step 10). All Army employees MUST attach a current SF-50 for consideration. Without an SF-50, your application WILL NOT be considered. Specialized Experience: One year of specialized experience is defined as: 1) Construct strategic product development planning documentation; 2) Manage all aspects of a DoD program throughout the acquisition lifecycle; 3) Interface with high-level stakeholders to ensure program meets cost, schedule and performance goals; and 4) Lead a team of acquisition professionals by prioritizing/assigning work, assessing performance, and developing subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
