U.S. Army Acquisition Support Center Program Analysis Officer in Aberdeen Proving Ground, Maryland

Summary About the Position: This Program Analysis Officer position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T), PMO Tactical Network, Business Management Division, located in APG, MD. Responsibilities Interprets and ensures consistent application of PEO policy. Provides general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis. Responsible for the overall planning, direction, and success of substantial programs, systems development efforts, acquisition, and research and development technology initiatives that have great significance to the PEO/PM and/or DA. Performs the full range of administrative and technical supervisory duties. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel and/or instruction to subordinates; interviews and recommends selection of candidates for positions; hears and resolves complaints. Develops and presents convincing oral/written presentations to all levels of government and industry management. Analyzes, coordinates, and recommends proposals and revisions to DoD, other/joint service, DA or industry initiatives and policies for assigned programs. Specialized Experience: One year of specialized experience is defined as: 1) Manage all aspects of defense acquisition lifecycle for assigned programs to include resource planning, programming, budgeting and execution; 2) Advises management in all areas of business financial management to include contracting, cost, program analysis and budget execution; and 3) Provide senior level guidance and advice to business financial team ensuring that all business financial tasks are complete. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). Position is Telework eligible, as determined by agency policy. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
