U.S. Army Acquisition Support Center Procurement Specialist in Aberdeen Proving Ground, Maryland
Summary About the Position: This position serves as a Procurement Specialist for Product Manager Tactical Spectrum Warfare under Project Manager Electronic Warfare and Cyber (PM EW&C). PM EW&C develops and fields integrated capabilities for spectrum warfare. Responsibilities Serves as an advisor to project officials in procurement planning meetings. Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead time. Interprets higher headquarter policy statements to apply procurement principles and program requirements to ensure the acquisition and milestone documentation are reflected and are integrated into the resulting contracting and procurement actions. The contracts range from engineering and management services to research and development through production and product improvement, covering the full range of contract types. Procurements necessitate the use of a wide variety of cost reimbursement, cost plus fixed, incentive or award fee and fixed price contracts. Advises the PM on the preparation of source selection evaluation Plans, evaluation criteria and weighing methodologies. Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Providing technical guidance to team members regarding contracting strategies and contract administration functions; 2) Advising management on the responsibilities regarding a wide range of acquisition and procurement challenges; and 3) Reviewing and auditing procurement documentation and procedures for accuracy and recommending corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Communications Contracting/Procurement Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-?11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
