About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. Responsibilities Serves as senior Logistics Management Specialists in the Security Assistance Management Directorate (SAMD) for Foreign Military Sales (FMS) cases involving one or more countries. Serves as a senior country program manager, independently providing logistics program Total Package Offer support for purchases, transfers and leases of major weapons systems, complex equipment, and extensive support services. Develop Standard Request for Information (RFI) Packages for non-PEO/PM managed items to include pricing and availability; capabilities, specs, and performance data using a Total Package Approach (TPA). Formulate agenda, coordinate location and topics/briefers among the LCMC/MSC elements, Obtain release approval for briefings, participate in meetings and formulate/brief LCMC briefings as required to satisfy the intent of the visit. Receives/conducts technical and administrative reviews of Letter of Request. Develops Letter of Offer and Acceptance Data (LOAD) for Basic cases, Amendments, Modifications, Pricing and Availability using TPA and enters data into DSAMS. Configuration Management, Weapons systems management, Systems integration for assigned cases. Administer and monitor acquisition/procurement of advisory assistance services. Coordinates a staff of specialists engaged in researching foreign government requirements, preparing Letters of Offer and Acceptance (LOA), continued below. Ensuring delivery and billing, identifying materiel, services and shipping requirements, and projecting costs for systems life cycles. Specialized Experience: One year of specialized experience which includes 1) Applying pertinent laws, regulations, policies, and precedents to affect the use of logistics management operations (manpower, money, material, facilities, and services) needed to support program requirements for specific foreign countries; 2) Identifying specific requirements, preparing and forwarding requests for price and availability data, correlating requirements with existing policies and logistical priorities, and to identifying actions where questions exists; and 3) Applying of logistical management concepts and techniques to analyze and measure the effectiveness, efficiency, and productivity for logistical actions required to support a specified mission or designated program, along with knowledge of the mission, organization and work processes of SAMD programs and the relationships of administrative support activities to such missions or programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02). This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics (Foundational) certification within 36 months as of entrance on duty. This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level:SC Case Life Cycle Management (AOC) Intermediate Level--1 year (Basic); 3 years (Intermediate); or 5 years (Advanced); and--Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
