About the Position: The pay band NH-03 includes the General Schedule grade equivalent from GS-12 through GS13. This position does not include a control point. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. Responsibilities Serves as the Team Leader. Responsible for: identifying and initiating action on impending problems or required areas of analysis; defining alternatives, constraints and assumptions; applying required methodologies; and preparing the documentation and associated presentations. Utilizes knowledge, experience, and contacts in the Communications-Electronics (C-E) field to organize, define, guide, and perform major studies or to develop and improve the methodology for implementing analysis and evaluations. Performs team and individual investigative analyses and evaluation efforts to develop a thorough, effective presentation of critical, defensible findings/recommendations supporting senior decision making. Serves as a principal Cost and Economic Analysis Advisor to assigned offices or tasks on matters relating to Operations Research and Cost Analysis. Interacts, coordinates, advises, and consults with DOD, DA, AMC, CECOM, other commands, agencies, and private industry on matters pertaining to specialized areas of operations research and cost analysis. Serves as a member of ad-hoc study teams. Attends meetings and conferences representing the assigned office where directed. Prepares and presents reports and contributes as sole or co-author of government publications on investigative findings. Basic Qualifications for OPERATIONS RESEARCH - 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Experience required: In addition to the OPM educational requirements for the 1515 series, your resume must describe at least one year of experience which prepared you for this job. Specialized experience: To qualify, applicants must possess one year of experience equivalent to the next lower grade/level (NH-02). Specialized experience: Experience presenting analysis to senior leadership on matters related to cost and funding requirements. Experience applying advanced analytical concepts and techniques to design and lead evaluative studies and projects. Experience leading, organizing, tasking, or providing cost and operations research guidance to other employees. Experience advising leadership on cost and funding concerns surrounding proposed acquisition and sustainment strategies. You will be evaluated on the basis of your level of competency in the following areas: Cost Estimation and Analysis Education and Training Financial Management Leadership You will be evaluated for this job based on how well you meet the qualifications above.
