Summary About the Position: This Financial Management Analyst (Payroll), NH-0501-03 position is assigned to PEO C3T BUSINESS MANAGEMENT DIV HQ BUDGET & COST ANALYSIS BRANCH, Located in ABERDEEN PROVING GROUND APG, MD. Responsibilities Serves as the liaison to Defense Finance Accounting System (DFAS) on all pay-related issues. Maintains payroll lines of accounting and organizational and personnel data using General Fund Enterprise Business System (GFEBS) or other automated financial systems. Serves as a technical authority with full administrative responsibility for the support of Federal civilian employee payroll accounts across CONUS and OCONUS. Serves as the Automated Time Attendance and Production System (ATAAPS) Application Administrator. Researches and analyzes data; consolidates input for response to Inspector General complaints and/or congressional inquiries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Analyzing financial data or reports utilizing information obtained from the Defense Civilian Pay System (DCPS); 2) Reviewing payroll documentation for completeness to ensure timely submission; and 3) Researching, analyzing, or performing reconciliation between payroll systems and accounting reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Financial Management Analysis Financial Management Systems Financial Stewardship Oral Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Two year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 11 - Comptroller position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program." This certification requirement is a condition of employment for this position and must be received within 24 months. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Position may be filled as a temporary promotion or temporary reassignment not to exceed one year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
