How your work would contribute to our organization and the Twin Cities region:
The HRIS/Learning Management System (LMS) Analyst will support our critical SumTotal Learning Management System. This analyst will also be responsible for providing backup for analysts supporting other HRIS systems. This position reports to the Manager of HR Management Systems. The HRIS/LMS Analyst position is responsible for:
Collaborating with various Council work units to determine business requirements for the SumTotal Learning Management System and other HR systems.
Ensuring HR data is processed timely, accurately, and consistently.
Managing the flow of data between multiple Council platforms, systems, and modules.
Automating core HR business processes.
Designing key data metrics and workflows.
Assuring the viability and functionality of in house and hosted software.
Full Salary Range: $41.34 - $67.08 hourly/$85,987 - $139,526 yearly
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job
Research LMS system functionality and recommend changes to improve user experience, reduce errors, and solve issues.
Establish LMS best practices and processes. Create and maintain supporting documents for users, employees, and managers. Train super users of the system.
Serve as point of contact for LMS system issues and updates. Troubleshoot system issues and coordinate with business areas and vendors as needed.
Test the vendor releases and manage related communication and documentation updates.
Create data extracts and reports for the Human Resources department and other Council departments as necessary.
Provide reporting support for users.
Implement new features of the LMS, serving as project manager and business analyst. Provide guidance, expertise, and facilitation to the stakeholder groups for the LMS.
Expand the use of the LMS as an enterprise system by working with departments to manage their LMS-based trainings.
Collaborate with the Information Systems department to integrate the LMS with the HR system, and potentially other systems.
Perform system administration work, including security administration and other configurations.
Provide LMS and business process support for HR training initiatives and for customer training initiatives.
Ensure compliance with process, technology, and data requirements according to system governance.
Enable excellent communication and execution through effective project and change management.
Work with business partners within one or more business functions to align technology solutions with business strategies.
Serve as functional lead for projects.
Develop user reports and integrate data from multiple systems.
Serve as system administrator as needed.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of education (in Business Administration, Public Administration, Computer Science, or related) and relevant professional experience:
Bachelor’s degree AND 4+ years of experience.
Associate’s degree AND 6+ years of experience.
High School Diploma or GED AND 8+ years of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
LMS relational database experience (preferably SumTotal).
Enterprise Content Management experience.
Microsoft Power Business Intelligence (BI) solutions.
Project management certification.
Minnesota Government Data Practices Act.

Knowledge, skills, and abilities you should have within the first six months on the job:
Knowledge of:
Human resources systems, including tables and interfaces with other enterprise applications.
Querying complex relational databases to respond to requests from various business units.
Analytical methods to develop work distribution charts, flow charts.
Business process improvement, e-Forms and workflow solutions.
Using HR data to solve Human Resources business needs.
Skills in:
Performing in a hands-on capacity to complete assignments and projects involving complex systems.
High volume data processing, analytics, reporting and auditing.
Administering cloud-based Human Resources application software.
Maintaining awareness of vendor upgrades and potential impact upon HR systems.
Using administrative controls to ensure concise, accurate, reliable, and timely data.
MS Excel (intermediate to advanced level) and pivot table/charting functionality.
Ability to:
Successfully interact with individuals at all levels of the organization.
Make sound decisions based on complex situations given ambiguous circumstances.
Build a team culture in which differences are embraced leveraging employee differences, perspectives, and work styles.

What your work environment would be:
Work will be performed both onsite and offsite using a remote work hybrid model. Work may sometimes require travel between your primary work site and other Council sites.
