Summary About the Position: Serve as a Program Analyst with the Office of the Assistant Secretary of the Army (Installations, Energy & Environment) located at the Pentagon in Arlington, Virginia. Responsibilities Serve as an expert and consultant on Army's installation planning and utilization, stationing, and force structure analyses. Assistant to the DASA for Installations, Housing and Partnerships as an advisor to the Army Secretariat on these programs. Review plans for optimal mix of facilities and oversees opportunities for intergovernmental support agreements to provide base support services. Monitor plans for retaining real property facilities in Army-owned active and inactive production bases and contractor-operated facilities. Establish and conduct joint studies with OSD, other military departments and Government agencies on installation planning and mobilization issues. Specialized Experience: One year of specialized experience which includes directing strategic and/or technical analysis of installation housing and facilities plans to inform senior leader decisions; conducting studies related to real property or family housing; coordinating with stakeholders from federal, state, and local jurisdictions to develop interservice support agreements; and preparing written documentation, such as information papers, briefings, and budget books. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Administration Oral Communication Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
