This position performs advanced portfolio project management, project finance/ debt management oversight in support of transportation projects. Work involves establishing the strategic portfolio plan; coordinating the planning and initiation of a portfolio of projects at various levels of completion; monitoring the progress, budgets, and schedules of portfolios; and communicating with portfolio and project stakeholders, management, and other relevant parties. Serves as Project Manager for multiple projects and may serve as a Lead Worker. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.Essential Duties:The essential duties for this job include:Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners andcontractors and assure coordination and approvals through FHWA.Develops and implements management controls and oversight procedureDevelops and implements management controls and oversight procedures.Manages professional service contracts to include developing work authorizations and supplemental agreements, processingpayments and managing budget.May serve as a lead worker or project leader.Oversees the coordination and submission of required documents to the Environmental, Construction, Design, Bridge andMaintenance Divisions and the Office of General Counsel and Office Civil Rights for Design/Build projectsOversees, monitors and controls engineering budgets for independent engineers, procurement engineers and generalengineering consultants.
